Right to study: no to 4,000 euros more for university students outside the Valley. The majority rejected a motion in which the Forza Italia group asked to increase the study allowances and accommodation contributions for Aosta Valley students enrolled in university courses outside the region to 49 thousand instead of 44 thousand for the 2022-2023 academic year.

The text was rejected with 18 abstentions from the majority and 16 in favor of the opposition groups.

The request

To illustrate the motion Mauro Baccega who recalled that the regional law on interventions for the implementation of the right to university education provides for determining the amounts for the assignment of scholarships and economic contributions by 30 April of each year”. The Italian councilor expressed “concern about the current economic situation of families which can negatively impact the right to education, a cornerstone of the Italian Constitution” and asked to “raise the maximum limit of the university ISEE”.

For FI it would be an important contribution to allow young Aosta Valley people to go outside the Valley for their studies.

The answer

The Councilor for the Educational System Jean-Pierre Guichardaz recalled that «in July 2023, by resolution of the Council the ISEE limit was increased to 44 thousand euros – after ten years when it was fixed at 40 thousand -» and highlighted at the same time that «at state level the maximum ISEE limit is 26 thousand euros».

For the councilor today “it is not possible to imagine either the number of users or the sums available with the increase from 44 to 49 thousand euros” and he therefore announced his abstention on the text of the motion, also specifying that a analysis to increase scholarships.
