Viale della Croce car park The Municipality triggers the expropriations – L’Aquila

THE EAGLE. The Municipality has published a notice with which the procedure is initiated to expropriate the private and public areas in Viale della Croce Rossa for the construction of a car park with approximately two hundred spaces (the spaces are actually a bit fluctuating, there was talk of 400 and then 300), 18,000 square meters large and costing 3 million euros with a mechanized ski lift (which should lead to Viale Nizza). There are sixty private parcels to be expropriated (the list of owners is on the notice board). Other parcels are public (some already belong to the Municipality and then to the Local Health Authority and the Province). There is also a plot of the Congregation of Charity. All this in order to then approve the technical-economic feasibility project.
The Notice states that «the municipal administration’s primary objective is to create a public car park connected to the historic center of the city of L’Aquila in the area of ​​Viale della Croce Rossa located downstream of the city walls via a system of mechanized ski lifts and a pedestrian connection. It is the intention of the municipal administration to proceed with a redevelopment of the area that reaches the city walls, through a new green arrangement which also includes the insertion of ramps along the slope in order to facilitate the connection of the car park with the historic center of the former Arta and former San Salvatore area capital, in implementation of the urban recovery plan of Viale della Croce Rossa and the provisions of the urban sustainable mobility plan except for limited deviations relating to the parking surfaces and the mechanized pedestrian connection. The lot is located in an ideal position to be able to easily access the historic center, reach the nearby headquarters of the University of L’Aquila as well as the residential neighborhoods that are located immediately north of the area in question.”
THE NOTICE
The Notice will be sent “to interested parties and published on the Municipality’s notice board for at least 30 days”. The owners of the areas and any other interested parties may submit any written observations by sending them no later than 30 days from the date of receipt. The expropriating authority will expressly comment on any observations “promptly proposed with a specific written communication”.
HISTORY
With a 2019 council resolution, the “urban recovery program” of the Viale della Croce Rossa area, developed since 2016 by the council led by Massimo Cialente and wanted in particular by the then councilor Piero Di Stefano. The unpacking officially arose from the fact that the 10 million euros foreseen in 2016, in 2019 – at the moment in which the Council of Pierluigi Biondi approved the feasibility project _ they were no longer enough, at least 13 were needed. For this reason the work was divided into two lots: the first involves the construction of a multi-storey car park under the walls with a lift that should bring users to the area of San Basilio where the Department of Human Sciences is today. In September 2020 it was realized that to carry out the work a variation to the original program agreement had to be initiated (therefore a substantial modification was presumed) but above all the declaration of public utility, which had expired some time ago, had to be renewed in order to be able to start, between the other, the expropriations.
