Serious concerns regarding the conduct of the mayor of Ragusa have been raised by the Generazione municipal councilor, Gaetano Mauro (in the photo), who accuses the mayor Peppe Cassì of not answering the questions asked in the municipal council. This behavior, according to Mauro, “represents a serious violation of the law and of the fundamental legislative principles that guide the functioning of democratic institutions. I would say it is a real attack on democracy.” Thorny questions posed by Mauro and which await answers.

“Of the two, one. Either Cassì doesn’t answer the questions because she has nothing to say or because the doubts raised in them correspond to the truth.”

“It is really serious – continues the opposition councilor – for a man of the institutions to violate the principle of transparency in the context of municipal governance and not to verify, as required by law and municipal regulations, punctually and correctly the inspection activity carried out be from a municipal councilor”.

“The lack of adequate responses – continues Mauro – raises questions about the decisions and policies adopted by the executive, and can fuel suspicions of opacity and mismanagement. Let’s not forget that thanks to our questions extremely questionable competitions were cancelled.”

“I then refer to the question on the management events that have taken place over time within the Srr Ato 7 Ragusa Scpa where the mayor also holds the role of president of the Board of Directors, a role that could be in conflict with current legislation and with the Anac guidelines. And again. I am referring to the question dated March 15th regarding the clear management, administrative and bureaucratic irregularities perpetuated continuously within Iblea Acque spa, a company which deals with the management of the water service in the Iblea area and which is entirely owned by the twelve municipalities of the Free Municipal Consortium of Ragusa. As of today, this question remains unanswered, once again in violation of the law. And again, again in March, the problem of the legal audit of the accounts of Iblea Acque was raised, together with many others, which in publicly controlled spas cannot be entrusted to the board of auditors. Just as the problem of managerial positions was raised, at Iblea Acque and beyond, signed in the absence of a selective procedure, therefore suffering from irremediable nullity. Problems that lead to mismanagement on the one hand, and damage to the treasury on the other.

“None of these, to date, has been found despite the deadline having expired, in clear contrast with the provisions of the art. 32 of the “Council Regulations” of the Municipality of Ragusa, which requires the requested authority to respond within the maximum period of 30 days”. The law provides the same thing.

“The mayor’s response and the consequent measures are due actions that can no longer be avoided – Mauro again – The failure to respond within the expected time limits now seems to have become a habit on the part of the mayor of Ragusa, effectively hindering the inspection activity.

Finally, Mauro comments as follows: “And to say that the legislator places such importance on the inspection power of the municipal councilor that it even foresees the forfeiture of administrators who decide not to verify or to evade inspection documents late.”
