The tormented history of the superbonus

“These days the last act of the tormented history of the superbonus is taking place which sees citizens and entrepreneurs grappling with yet another sudden change in the running of a regulation dotted with almost 250 amendments from May 2020 to today – says Fabio Paolillo, provincial secretary of Confartigianato – the Government’s crackdown on the application of the incentive, motivated by the understandable need to curb unsustainable public spending, is nevertheless exaggerating the operational difficulties of thousands of companies and clients who are solely guilty of having legitimately used and applied the opportunities offered by a state law, and obviously the situation is very complicated also in the province of Taranto. They must be given a responsible and common sense response which, beyond the controversies that inflame the political debates on the superbonus, offers concrete solutions that respect their rights, safeguarding contractual agreements already concluded.

Confartigianato hopes that Parliament can restore balance and conditions of legal civilization with respect to forms of emergency decree that displace citizens in good faith, retroactively canceling rules on which a legitimate expectation was based. All this to close a story that must leave a ‘lesson’. – continues Paolillo – the experience of the superbonus teaches, in fact, that incentives in the construction sector are a powerful accelerator of economic development given that, also thanks to their push , between 2019 and 2023 the construction sector determined a third (33.1%) of the growth in value added and created 212,000 jobs. But we must stop moving stop and go, constantly changing the rules of the game and frustrating the expectations and efforts of citizens and entrepreneurs.

Confartigianato is ready to give its contribution with proposals to identify balanced solutions and to build certain and stable tools, especially in view of the objectives indicated by the European Directive on ‘green homes’.

The energy efficiency of real estate can be a great opportunity for the country, but it must not turn into harassment for citizens and businesses. The truly effective, and in our opinion unavoidable, path consists in designing a real long-term and sustainable structural strategy from the point of view of public resources to redevelop residential buildings and not leave the implementation of the much desired green transition on paper. Just look at Taranto and its suburbs: the many buildings visibly worthy of urgent renovation have mostly remained intact. A missed opportunity to renovate properties and redevelop areas of the city. In this way we will be able to obtain a positive return in terms of GDP and employment growth – concludes Paolillo – and guide citizens’ choices on the quality of their homes”.
