The letter, signed by three workers’ representatives, appears to be more of a defense note for the company. Anyone who decides to enter the world of waste – it is certainly not an obligation – must know that an economic force is needed which can clash with the actions of a non-compliant and often incompetent administration. The end of what was a “love at first sight” between Isvec and the municipality of Caserta cannot be made to pay for the workers

CASERTA (lvr) – In principle, we cannot blame Alfredo Gagliotti of CGIL, Giuseppe Gravino of CISL and Giovanni Guarino, secretary of UIL transport Caserta.

The three trade unionists in fact jointly signed a letter sent to Isvecor the company that deals with waste collection for the municipality of Caserta, and for the administration of the capital itself led by the mayor Carlo Marino.

In this letter, which also reached the prefect for information, the three acronyms ask the mayor Marino, the manager Giovanni Natale, relative of the mayor, and the councilor for the environment Carmela Mucherino, probably appointed only out of institutional courtesy, given that we have not had knowledge of the political strength of the delegate chosen by the 5 Stars, a “greater sensitivity with respect to delays in payments of the fee to Isvec

which would also cause long delays in the payment of the salaries of construction site and waste workers.

Nothing wrong, as mentioned, in theory.

It is obvious that a company can suffer if one of its service clients does not pay for the activities it offers. But Guarino, Gravino and Gagliotti seem to forget that the Balestriere family, the owners of Isvec, must pay the employees and must do so with its own economic resources, even if the municipality delays in paying the fee.

In fact, if Ivano Balestriere is an entrepreneur he has taken on – precisely – business risk. Because, when the municipality pays, the company, and therefore Balestriere himself, will have a profit from this contract.

In exchange for profits, often large (Porsche can’t be bought by itself), however, as mentioned, the owner, or owners, of the Isvec shares they take on the responsibility of paying the workers who, even if the municipality does not pay, go to the construction site every day.

If the company is unable to pay its workers because there are missing fees not paid by the municipality of Caserta, perhaps this means that Isvec may not have the economic strength to operate a waste collection service in a capital like Caserta.

On the administration of Carlo Marino, however, we are forced to draw the proverbial veil of compassion. We repeat again: both Isvec and the trade unionists they are not wrong in requesting compliance with the payment of monthly fees at Palazzo Castropignano.

But if this letter had been signed jointly by Balestriere’s company and the trade unionists, or simply by Isvec, it would have made more logical sense. The company not paid by the municipality officially asks the administration for intervention and lets the prefect know. The fact that it is, however, a note from the union acronyms is a real distortion.

Because Balestriere’s company he cannot pretend that he has no responsibility in the event of delays in payments or non-payments to waste collection employees. And the three workers’ representatives make no reference in the note to the duties that Isvec has towards workerseven if it is not paid by the municipality.

If there are unpaid fees, or those paid late, the company based in Ischia will be able to take action against the municipality in any way provided by law. But this does not take away from the fact that employees must be paid punctually and without omissions. And if Gravino, Gagliotti and Guarino do not sanction this concept in the letter they send to the prefect and the municipality, as well as to Isvec itself, in our opinion they are not representing the workers in the correct waymaking this letter essentially one instrument of the Balestriere company regarding a possible dispute with the municipality.

We have already recommended too many times to the Isvec company, which currently manages the urban hygiene services contract for the City of Caserta, among other things, at least not to repeat the delay in paying the dues“. Let’s take an extract from the letter from the three trade unionists – which is obviously at the bottom of the article in full – because we believe this is the passage that demonstrates a certain softness with respect to Isvec’s duties. The Balestriere company has an obligation towards its employees who every day get on the vehicles, which are not always perfect, which bear the Isvec logo. We repeat (and there are four), it is right and sacrosanct that the waste collection company is paid punctually by the municipality, but delays, the failures of Marino and company cannot fall on the workers. And if this happens, trade unionists cannot pretend that it isn’t a problem.

In Caserta it is not the first time that the representatives of the trade unions have shown little attention to the protection of workers and this letter, certainly, it doesn’t help to form a different opinion compared to what we have trained in these years operating in the waste sector.
