There sports reformin force since last July, introduced a series of novelty for clients and for workers both professionals is amateurs.

Sports work: mandatory obligations in amateurism

THE Ministries of Work and Sport they released the new one operational guide which briefly summarizes the key points of the sports reform.

The document was designed to accompany all those who work in the sector in the application of the new ones norms provided for by law no. 36/2021 and the next corrective decree published in September 2023.

The reform has been in force since July last year and introduced a series of rules for both the amateurism that for the professionalism.

Regarding in particular amateur sports workersi clients are required to comply with a series of fulfillments.

Firstly, there is the obligation to transmit the mandatory communication.

Having to send the Unilav-sport communication I am:

  • associations;
  • society;
  • National Sports Federation;
  • associated sports discipline;
  • sports promotion bodies;
  • meritorious associations (including Paralympic ones);
  • Coni, Cip and Sport e Salute Spa.

There communication must be transmitted through the portal of the Ministry of Labor or via the Register of amateur sports activities.

As indicated in the document, the difference compared to the traditional Unilav modelis that the latter is sent before the start of the employment relationship.

For the amateur sports sectorinstead, the model must be sent by thirtieth day of the following month at the beginning of the collaborative relationship.

In the case of race directorsmandatory communications may be sent cumulatively for no more than 30 performances within the deadline of thirtieth day following the expiry of each quarter.

Amateur sports work: keeping the single labor register

There sports reform introduced for subordinate employment relationships but also for coordinated and continuous collaborations thesealing obligation of the Single Labor Book (LUL).

The responsibility for compliance lies with the employer or garlic intermediaries enabled.

Only regarding the relationships of coordinated and continuous collaboration (sports work co.co.co.), clients can fulfill the obligation to keep the LUL electronically, using the appropriate section of National register of amateur sports activities (RASD).

Registration can take place in a single solution by 30 days from the end of each reference year. The relatives feesHowever, they can be paid in advance.

In the event that the deadlines for communication are not respected, a notification is provided sanction what’s going from 100 to 500 euros for each affected worker.

Please remember that thelabor Inspectorate with circular no. 1 published last January postponed the registration deadline for the registration date to be set co.co.co. relating to 2023previously set for January 30th.

This is due to the delay in adopting the Prime Ministerial Decree which defines the technical provisions and IT protocols necessary for sending the single book via the RASD.

The decreein fact, had to be issued by December 31, 2023 but it is not yet available, which effectively makes it impossible to fulfill theobligation initially envisaged regarding coordinated and continuous collaborations.

Lastly, it is highlighted that below the 15,000 euros there is no obligation to issue the pay statement. However, it remains mandatoryregistration with LUL.
