Ischia: post-earthquake and flood regeneration plan from Fuksas

The Casamicciola of the future will see the regeneration of Pio Monte, the renewal of the waterfront and a new face of Piazza Bagni and Piazza Maio – Terme ‘La Rita’. Which are those areas most affected by the earthquake of 21 August 2017 and the landslide of 26 November 2023. The projects were designed by the Fuksas studio.
The strategic plan for urban regeneration and territorial development envisages the creation of a ‘systemic network’ of squares and green paths that allow the city to self-regenerate through its own fundamental resources. Water, the main one, is the trait d’union of five projects identified in the crucial points of Piazza Marina with the waterfront on the port, of the Pio Monte della Misericordia complex, of Piazza Bagni, Piazza Maio and the La Rita springs. The aim is to give Casamicciola a new face as a center of international excellence for research and development in the sciences of spa care and wellbeing. For the first time in the reconstruction processes, a close link has been established between the interventions to secure the territory, the reconstructive processes and those of urban regeneration. A topic which the deputy commissioner for the emergency, Gianluca Loffredo, focused on during the meeting at the Premio Ischia, illustrating the state of implementation of the plan of structural safety interventions planned for the Municipality of Ischia.
The plan launched by the extraordinary commissioner for the post-landslide and post-earthquake emergency, Giovanni Legnini, contains the precise and complete identification of the structural safety interventions of the territories affected by the two natural disasters and indicates the priority interventions whose planning will be started immediately. The first implementation works of the updated plan will start, after planning, from Mount Epomeo with the creation of active and passive defense systems, such as adhesion networks and rockfall barriers, as well as an important first phase of a forest management plan. Furthermore, new sewage systems and other cortical interventions are planned in the most urbanized part of the territory, to reduce the hydraulic and hydrogeological risk. The plan foresees a total expenditure of 178 million, of which 51 million already financed, destined for priority interventions. “The natural disasters of the recent past – underlines the mayor of Casamicciola, Giosi Ferrandino – must constitute an opportunity for Casamicciola and its inhabitants, that of being reborn while following an overall and organic master plan that involves the entire territory of our municipality, from coasts up to the slopes of Epomeo. And to redesign the town we chose one of the best and most famous architects in the world who well understood the challenge posed by the urban regeneration project of Casamicciola”. The architects Massimiliano and Doriana Fuksas say they are “enthusiastic to participate in the rebirth of Casamicciola, a place steeped in history and culture”. “Our aim – they explain – is to preserve the identity of the territory, introducing contemporary solutions that respond to citizens’ needs and promote sustainable development. Casamicciola will become an example of urban regeneration, in which tradition and innovation coexist in perfect harmony”. Loffredo anticipates that “the risk mitigation works will have decisive effects on the territory also in terms of planning”.
Legnini highlights that “the process of rebuilding and securing Ischia, due to its complexity and difficulty, is unquestionably among the most difficult at a national level and is based on four pillars. The first is that of the public works program, mostly oriented towards making the territory safe. The second is that of the reconstruction of the private building stock: to date we have approved around 90 projects, finally registering a certain liveliness in recent weeks also in view of the deadline at the end of July, when we expect a number of significant projects”. The third pillar, he adds, is the plan for the reconstruction of the Campania Region. “There will be a slight overrun compared to the June 30th deadline, but a precise timetable will be defined in the next few days. The fourth pillar is that of urban regeneration. The contribution of the Fuksas studio is a constitutive element of a process that is marked by this inseparable combination between security and reconstruction-regeneration, of which the Municipality will be the protagonist because it looks to the future of Casamicciola”, he concludes.
