Marangona, fruitful meeting between environmental associations and administration

In recent days the Mayor Damiano Tommasi and Deputy Mayor and Councilor with responsibility for Urban Planning Barbara Bissoli received the associations at Palazzo Barbieri Legambiente, Our Italy And WWFalso representing the Verona Città Bosco Coordination, for a meeting aimed at discussing the future of the “Marangona”.

The Administration also has illustrated the administrative process that led to the Program Agreement signed on 5 June by the Municipality, the ZAI Consortium and the Province of Veronaspecifying that it was started in 2019 and was characterized, on the one hand, by a significant revision – also on the opinion of the competent regional management – of the initial proposal for the Standard Sheet attached to the Program Agreement presented by the ZAI Consortium, which initially envisaged only a generic logistical destination for the entire C2 sector, while now all the destinations contemplated in the PAQE are foreseen (productive, artisanal, management activities with a high content of technological innovation, scientific research activities and production of services (libraries, meeting rooms , bank branches, catering centres, guesthouses) and distribution logistics), with the expectation that they will be implemented in a balanced and coherent way with the vocation for technological innovation and scientific research according to the principles of the ecological transition.

On the other, the administrative process was also characterized by the carrying out of two participatory phases (one in September 2020 and one in November 2021), which also involved the publication on the website of the Municipality of Verona of the Program Agreement with the elaborate attachments and the possibility for anyone to present observations; the Administration also highlighted that, however, no comments were ever received from any environmental association. In making known by the Administration the possibility of sending proposals for improving and mitigating land consumption to the MunicipalityMayor and Deputy Mayor reiterated that there is still room to design the future of MarangonaSection C2 of the Quadrant Europe Area Plan of the Veneto Region, and to improve what is foreseen in the Program Agreement between the Municipality, the ZAI Consortium and the Province.

The representatives of the associations noted that the construction process of the Marangona area is progressing. In fact, the minutes of the decision-making services conference relating to the signing of the Program Agreement between the Municipality, the Province and the ZAI Consortium were approved, which will be brought to the City Council for ratification. This Agreement will allow the issuing of the agreed building permit for the construction of a logistics hub in the sector called “Corte Alberti” (20h), laying the foundations for the design of the other sectors through the approval of a shared Masterplan.

In this context the Deputy mayor underlined the intention to guide the development of the other four unitary areas of intervention through the approval of a Masterplan by the signatory bodies of the Program Agreement which establishes the relevant functional criteria, following forms of consultation and participation of interested parties, including environmental associations, as well as subsequent distinct implementation urban plans. Based on the provisions of the Program Agreement, the implementation planning that will follow the urban planning must expressly adapt to the perspective of the ecological transition with particular reference to the permeabilization of the land and the drainage capacity of the areas and the construction of self-sufficient buildings from an energy point of view and that do not use fossil fuels.
