The president of the regional council of Campania, Gennaro Oliviero, involved in the investigation for tax damage. The politician and the other 16, including managers and former managers of the Campania Region, are recipients of invitations to deduct from the Regional Prosecutor’s Office for Campania of the Court of Auditors in the context of a tax damage of over 3.6 million euros.
In addition to the president of the regional council Oliviero, the invitations to deduce from the deputy general prosecutors Mauro Senatore and Davide Vitale, coordinated by the prosecutor Antonio Giuseppone, were notified by the Economic-Financial Police Unit of the Financial Police of Naples also to the former president Rosa D’Amelio, as well as to members or former members of the Presidency Office of the regional council, including Vincenzo Maraio, now national secretary of the Italian Socialist Party.
According to the investigators, the apical bodies of the regional council would have provided, through resolutions adopted between 2019 and 2021, an illicit ancillary economic treatment to the so-called administrative coordinators of the council groups and to the secretariat managers of the council commissions. An ancillary economic treatment equivalent to the managerial one despite a sentence of the Constitutional Court having already declared the unconstitutionality of this economic treatment through the creation of special funds established by regional laws.
In practice, despite the stoppage of the Constitutional Court, it would have persisted in recognizing treatment similar to managerial treatment to figures without an adequate professional profile and in contrast with the exclusive competence assigned in the matter to the state legislator, with the national collective labor agreement and with the same regional legislation introduced starting from 2021 as well as in violation and evasion of the ruling of the Constitutional Court.
