Green light from the Liguria Region to allocate 7 million euros for 2024 for carer bonuses (fifth edition) and babysitters (fourth edition). The regional council, on the proposal of the councilors for Social Policies Giacomo Giampedrone, for Education Marco Scajola and for Child Protection Simona Ferro, launched the measure, financed with the resources of the PR ESF+ 2021-2027.

The initiative has two objectives: firstly to support families with children and/or non-self-sufficient people at home (not placed in residential facilities) in the expenses connected to the hiring of babysitters or carers, guaranteeing parents, in particular mothers, the conditions for continuing or undertaking a work activity or professional training or education courses; secondly, increase the number of non-self-sufficient people who can receive indirect assistance while remaining at home. Correctly accounted expenses for carers and/or babysitters incurred from 1 January 2024 may be reimbursed, therefore with retroactive effect.

“The commitment and work of the Council continues unabated, also to launch very concrete measures which, as in this case, leave more resources in the pockets of Ligurian families – declares the interim president Alessandro Piana -. These bonuses come alongside the other measures already in force this year, such as free rail transport for under-19s or a 50% discount for under-26s, the elimination or reduction of the regional increase on Irpef for 90% of taxpayers, vouchers for free nursery schools and summer camps, the Dote Sport. I truly believe it is an unprecedented set of actions, of which we are proud.”

“The renewal of this measure with a strong social impact is a further sign of the work we are carrying out with determination to support the people who need it most – states the councilor for social policies Giacomo Giampedrone -. These bonuses offer, thanks to their retroactive effect, concrete and real help to families, also supporting them in the world of work. After having ensured free nursery school for thousands of children, for which we have already paid over 1.1 million euros to parents who have applied, we continue to support Ligurians in caring for the little ones and non-self-sufficient or disabled people, who also thanks to this public financial aid can continue to live in their home without being admitted to a facility”.

“An eagerly awaited measure that will meet the needs of many Ligurians: from children to the elderly through families – declares the education councilor Marco Scajola -. We confirm, through careful planning, that we are virtuous in managing the extraordinary resources of the European Social Fund. With an important commitment we are allocating 7 million euros for this year’s editions of the two bonuses. The aim is to satisfy all those who request it by guaranteeing concrete assistance, reducing costs and allowing them not to give up their work. We continue with the firm desire not to leave anyone behind and to provide continuous support to all citizens in the most varied fields: from actual training to work, through social issues and sports. To date, over 25 thousand Ligurians have been involved in the ESF tenders for a spending commitment of over 166 million euros, unprecedented numbers which demonstrate the goodness of what we are doing”.

“We have given continuity to a measure particularly appreciated by Ligurian families – states the councilor for Child Protection Simona Ferro. – Through this important allocation we want on the one hand to guarantee home care for many non-self-sufficient people and on the other to allow mothers and fathers to reconcile their work and parenting activities. The babysitter bonus, in particular, adds to a series of measures that we have already put in place for the well-being and sociability of our children such as free nursery schools, summer camp vouchers and the Dote Sport announcement, which encourages sports practice among the very young. In this way we guarantee that ‘child protection’ which has its main mission in the very name of the delegation entrusted to me”.

Applications can be submitted through the Filse portal (online tenders, access via Spid or Cie), with which the Region has stipulated a specific agreement for an amount of 427 thousand euros, including the work of Liguria Digitale.

Applications can be submitted from Monday to Friday (excluding Saturday, Sunday and other public holidays) from 8.30 am to 5.30 pm, starting from 8.30 am on 25 June 2024 and until 5.30 pm on 2 September 2024 or in any case until available resources are exhausted . Expenses for carers and/or babysitters incurred from 1 January 2024 may be reimbursed, therefore with retroactive effect, provided they are correctly accounted for.

The value of the bonus is equal to 350 euros per month for hiring a babysitter; the carer bonus is equal to 600 euros per month for those who do not receive the Regional Fund for non-self-sufficiency and 250 euros per month for those who already receive the Regional Fund for non-self-sufficiency.

REQUIREMENTS REQUIRED AT THE TIME OF APPLICATION BY BONUS APPLICANTS

CARER BONUS (for hiring both directly and through a specialized company)

Objective: direct support to disabled and/or non-self-sufficient adults and elderly people, who provide for their own needs by making use of the assistance of a carer hired by them or of a relative/similar within the third degree or of the administrator of support

People can apply:

to.aged over 18;

b.not placed in residential structures;

c.with socio-health ISEE of the person who needs a carer not exceeding 35 thousand euros;

d.with 100% recognized civil disability or recognition L. 104/92 art. 3, c. 1 or c. 3;

And.over ninety-five even in the absence of recognition of disability or Law 104/93;

f.residents in a municipality in Liguria;

g.not beneficiaries of the regional measures for non-self-sufficiency indicated below: Independent Living, Very Severe Disability, Dopo di Noi.

BABY SITTER BONUS (for hiring both directly and through a specialized company)

Objective: support for parents of children and young people up to 14 years old or up to 18 years old if disabled

They can apply:

to)parents of minors up to the age of 14 (present in the family unit of the requesting parent) or up to the age of 18 if disabled

b)with ISEE of the family unit not exceeding 35 thousand euros

c)residents in a municipality in Liguria.

The babysitter can also carry out his duties in extra-curricular contexts, including summer camps or other facilities where the babysitter’s access is permitted by the facility itself.

HOW TO SUBMIT APPLICATIONS

Interested parties must submit an application to participate, drawn up exclusively online to the online Calls system from the website bandifilse.regione.liguria.it (access via Spid or Cie), filled in in its entirety and complete with all the required documentation, to be attached to the itself in electronic format, and forwarded, without the need for a signature, exclusively using the electronic sending procedure, under penalty of inadmissibility.

IT assistance is guaranteed for problems relating to filling out applications from Monday to Friday from 08.30 to 17.30 (excluding holidays), using the email [email protected]

PROVISION OF THE BONUS

The application for funding, drawn up exclusively online, can be submitted from Monday to Friday from 8.30 am to 5.30 pm (excluding Saturday, Sunday and other public holidays) by the beneficiaries for one or more calendar quarters cumulatively by always accessing the online Notices system via Spid or Cie from the website bandifilse.regione.liguria.it, presenting, for each period for which payment is requested:

1.pay slip(s) of the family assistant (caregiver and/or babysitter) or invoice in the case of recourse to a specialized company;

2.payment of the pay slip(s) referred to in point a. or the invoice to the specialized company with any traceable system, therefore excluding cash.

3.payment of the slip relating to INPS contributions and receipt (or at the same time a copy of the paid slip), exclusively in the case of direct hiring.

In the presence of the above, Filse provides the benefit exclusively by bank transfer to the current account indicated in the application for access to the fund and in the name or joint name of the applicant (no postal passbook).

Expenses for carers and/or babysitters incurred starting from 1 January 2024, therefore with retroactive effect, may be reimbursed, provided they are accounted for in the manner referred to in the aforementioned letters a., b. and c., until and no later than the peremptory deadline of 15 January 2026, under penalty of impossibility to recognize the benefit, within the maximum 12 monthly payments and clearly if for the same expenses the applicants have not already been beneficiaries of the previous similar edition of the this measurement. Any refund requests after this deadline will not be accepted.

It is specified that in cases where, having not exhausted the total amount granted by Filse and despite having submitted requests for 12 months’ payments, the beneficiaries will still be allowed to use the granted amount completely, making requests for more than 12 months’ payments, at order to exhaust it. All this without prejudice to the maximum limit originally granted as well as the reporting deadline referred to above.

In case of failure to submit the request for disbursement within the aforementioned peremptory deadlines, the application will be considered implicitly renounced with consequent automatic forfeiture of the right to the contribution, without further communications from FILSE.

The above documentation, attached in electronic format, must be complete and readable in all its contents, in PDF format or in other extensions valid for photographic files (as better specified during the compilation phase).

In the case of families with more than one dependent minor, they will be able to request only one bonus for hiring a babysitter.

In the case of non-self-sufficient people living together, they will be able to request a single bonus for hiring carers.

It is understood that it is not possible to make more than one application for the same minor and/or non-self-sufficient person (identified by means of the Tax Code).
