In 2021 three different decrees, implementing thearticle 46 of Legislative Decree no. 81/2008, have transformed the fire prevention:

  • Decree of the Ministry of the Interior 1 September 2021 containing the general criteria for the control and maintenance of systems, equipment and other fire safety systems;
  • Decree of the Ministry of the Interior 2 September 2021 containing the criteria for the management of workplaces in operation and in emergency and characteristics of the specific fire prevention and protection service;
  • Decree of the Ministry of the Interior of 3 September 2021 containing the general criteria for the design, implementation and operation of fire safety.

Faced with these transformations, it is important to be updated on the rules and know the right approach fire risk assessmentwhich must be increasingly seen as a working tool to improve fire safety, and the methods of correct surveillance activities of fire prevention facilities.

Precisely to delve deeper into these themes, theItalian Association of Workplace Safety Trainers and Operators (AiFOS) organizes the June 27, 2024 a course via videoconference of 2 hours entitled “Fire risk assessment and surveillance of fire prevention measures in light of the new Ministerial Decrees of 1, 2 and 3 September 2021”.

The course, aimed mainly at employers, RSPP, ASPP and safety consultants, has the aim of deepening on the one hand the approach to fire risk assessment and on the other the surveillance activity of fire prevention devices by workers normally present in the workplace.

During the course, examples of checklists for the surveillance of fire prevention devices and practical cases of failure to monitor will be proposed.

Fire safety, regulations and risk assessment

The three decrees of 2021 place increasing attention on the management of fire safety within the workplace, management which certainly starts from the Employer but which affects all the figures involved, from the RSPP, to the SPP, to the fire prevention workers up to the individual workers.

We remind you that, with the entry into force of the Ministerial Decree of 3 September 2021, the assessment of fire risks and the consequent definition of prevention, protection and management measures must be carried out in accordance with the design, implementation and operation criteria of fire safety, indicated in the art. 3 of the decree:

  1. The fire prevention technical rules establish the criteria for the design, implementation and operation of fire safety for the workplaces for which they are applicable.
  2. For workplaces with low fire risk, as defined in point 1, paragraph 2, of Annex I, which constitutes an integral part of this decree, the criteria for design, implementation and operation of fire safety are reported in the same annex .
  3. For workplaces not falling under paragraphs 1 and 2, the criteria for design, implementation and operation of fire safety are those reported in the decree of the Minister of the Interior of 3 August 2015.
  4. For the workplaces referred to in paragraph 2, the criteria for design, implementation and operation of fire safety may be those reported in the decree of the Minister of the Interior of 3 August 2015.

Course topics and information on how to register

The 2 hour course “Fire risk assessment and surveillance of fire prevention measures in light of the new Ministerial Decrees of 1, 2 and 3 September 2021” will take place on June 27, 2024from 2.00pm to 4.00pm, via videoconference.

The following will be addressed during the video conference subjects:

  • overview of the innovations introduced by the Ministerial Decrees of 1, 2 and 3 September 2021;
  • how the fire risk assessment has changed in light of the entry into force of the Ministerial Decree 09.03.2021;
  • “Minicocode” decree;
  • the management of fire safety in operation, in-depth analysis of the Ministerial Decree 02.09.2021 – GSA Decree;
  • the surveillance of fire prevention facilities, in-depth analysis of the Ministerial Decree 09.01.2021 – “Controls” Decree;
  • examples of checklists for carrying out the surveillance of fire prevention devices;
  • practical cases of failure to supervise fire prevention devices and equipment.

Participation in the course is worth 2 hours update for RSPP/ASPP, for safety coordinators, for qualified trainers in the second thematic area. The course is also valid for the purposes of the training required for the HSE Manager and for the purposes of the training necessary for registration in the AiFOS Consultants Register.
