The president of the Liguria Region Giovanni Toti he is under house arrest as part of an investigation by the Genoese DDA and the Financial Police. The accusation is corruption. The Genoese entrepreneur is also under house arrest Aldo Spinelli. The former president of the Port System Authority of the Western Ligurian Sea ended up in prison, Paolo Emilio Signorini, now CEO of Iren. The investigation which led to the president of the Liguria Region being placed under house arrest is coordinated by prosecutors Federico Manotti and Luca Monteverde.
The governor of Liguria is accused of having accepted from Aldo Spinelli and Roberto Spinelli (on whom the disqualification measure of a temporary ban on carrying out entrepreneurial and professional activities was imposed) the promises of various loans and received a total of 74,100 euros in the face of multiple commitments: those of “finding a solution” for the transformation of the Punta Dell’Olmo beach from “free” to “private”; facilitate the process of a building procedure relating to the Punta Dell’Olmo real estate complex of interest to Aldo Spinelli and Roberto Spinelli, and pending in the regional offices; speed up and approve the renewal procedure for 30 years of the concession of the Terminal Rinfuse to Terminal Rinfuse Genova srl (55% controlled by Spinelli), pending before the Management Committee of the Port System Authority, approved on 2 December 2021; assign the former Carbonile Itar and Carbonile Levante port spaces to Spinelli (assignment occurred respectively on 7 June and 19 December of the same year); assign to Spinelli a state-owned area used by the concessionaire Società Autostrade (Aspi); facilitate the entrepreneur in the practice of “tombing” Calata Concenter (approved by the Management Committee on 29 July 2022).
House arrest also for Matteo Cozzani, head of cabinet and right-hand man of President Toti, as well as regional coordinator of the electoral campaign for the “Let’s change with Toti President” list. He is accused of electoral corruption: he even facilitated the activities of Cosa Nostra. In particular, the Cammarata clan from the Riesi district (Caltanissetta): essentially, according to the prosecutors, it promised jobs and residential apartments to convey the votes of voters belonging to the Riesi community and residents in Genoa (at least 400 preferences ) towards the “Let’s change with Toti President” list, in particular to favor the suspect Stefano Anzalone and other candidates on the list, not subjected to investigations.
The precautionary detention order under house arrest was notified by the Financial Police to governor Giovanni Toti in a hotel in Sanremo. The governor was supposed to participate in a press conference this morning on the occasion of the meeting between Flavio Briatore and the mayor of Ventimiglia Di Muro. The parliamentary Anti-Mafia commission has already requested the acquisition of the documents of the Genoese DDA investigation.
He is also among those under investigation Francesco Moncada, member of the board of directors of Esselunga spa. Moncada is subject to a temporary ban from carrying out entrepreneurial and professional activities on charges of corruption. In a note, the large-scale retail trade giant declared “that its management has always acted correctly and expresses confidence in the work of the judiciary, hoping that the facts will be clarified promptly”. For its part, Iren (which immediately recorded a 7% collapse on the stock market) specified – as emerges from the prosecutor’s papers – that the crimes alleged by the Genoa public prosecutor’s office against the CEO Paolo Signorini «refer to the his previous role as president of the Port System Authority of the Western Ligurian Sea”. The Group has already activated the procedures necessary to immediately guarantee full business continuity and, already in the afternoon, has scheduled an extraordinary board of directors meeting for the temporary attribution of delegations.
