ROCCA DI PAPA (current events) – The former PL commander speaks again

The former commander of the Rocchi local police, Gabriele Di Bella, returns to the problems linked to the neighborhood and the subdivision of the Calcare area.

Faced with simple and timely questions and queries from those who certainly demonstrate in their daily lives greater preparation and knowledge regarding the functioning of the administrative machinery of the municipality of Rocca di Papa, having perhaps managed the arguments directly even in difficult situations and in an incisive manner discussed during the last city council.”
Commander Di Bella continues his argument on the topic, commenting:
“In the face of all this, the silent conduct of the Municipal Secretary (together with the president of the municipal council) who is called upon to guarantee the regular running of the sessions, respect the laws as well as covering the role of Transparency Manager appears even more embarrassing. I therefore believe it cannot remain passive in the face of certain incomprehensible and inconclusive statements released during the Council meeting, much less limiting himself to taking notes as a mere scribe. I am referring to these justifications regarding the non-existence of documentation relating to the Calcare situation as asserted by the majority councillors.

Q) A question, Commander Di Bella, to close your speech, in your opinion, weren’t some documents inexplicably brought to the attention of the city council?
A) “I am sure that the sector which is the subject of the vote in the council will also have been the subject of an assessment by the “phantasmal Limestone commission”. And therefore it would be useful as well as necessary to understand to what extent in-depth studies have been carried out on the unrealized works and why not disclosed through an excerpt from the final report of the Limestone commission from an administrative point of view?” .
” On this occasion I consider it useful to verify whether among the City Councilors participating in the sessions there are cases of incompatibility or even more of total conflict of interest regarding the provision under examination. And to understand and despite this, careless people have failed to abandon the the chamber and even more voted for the measure. However, as regards those who still today try to avoid fulfilling their duty: that of bringing the technical documentation collected over time to the municipal council and from which the report will certainly have arisen outcomes on the final works of the elusive “Limestone commission”. I therefore reiterate my personal invitation to re-read the contents of the resolution establishing that commission. Given the continuation of omissive conduct in the absence of responses, it is the right but above all the duty of both the Mayor and the President. of the City Council pro tempore (as recipients and custodians of any documentation drawn up and hopefully present in the documents) intervene by fully informing the City Council, and if necessary adopt the relevant initiatives in accordance with the provisions of the law and in compliance with the principles of transparency and administrative regularity of the Institution”, concludes Di Bella.
” On this occasion, it would not be out of place given that it concerns the same argument, to verify the possible existence of incompatibility also between the members of that “commission” in relation to its purposes. I am sure that what happened in the last City Council represents the litmus test capable of making the citizens understand even more, how much there is to clarify on the “Limestone affair” and unequivocally now the heads of the responsible municipal offices (involuntarily called into question) will have to give explanations by reporting on the matter to the entire City Council, both on the process of the works and on the consequential measures adopted, including the technical tasks assigned by the commission, any consultancy entrusted to technicians even external to the municipal administration whose expenses were met with citizens’ money of Rocca di Papa. To those who thought of “politically covering up” this serious and long-standing affair to the detriment of the citizens of Rocchi, resigning perhaps at night as a municipal councilor not in the council but as a Notary or to interrupt without justifiable reason and always at night, the position of commander of the Local Administrative Police.
He probably made the wrong calculations, because history teaches that sooner or later “the paper sings” and will soon also tear down the wall of silence and blackmail in which honest entrepreneurs and citizens have been subjected for too long, by the “politicians of shift”. Another relevant aspect of this issue is that of the road system which in this way does not favor the road connection corridor between via delle Calcare, via dei Tigli, via Impastato, via Falcone, via Valle San Lorenzo, effectively decongesting a stretch important road network, of Piazza Salvo D’acquisition as per the project of the previous municipal council”.
