Bruno Barbona, Regional Secretary of PCI Lazio, in consideration of the various initiatives and events promoted jointly and by individual political and social forces, underlining that the PCI has been consistently critical of these choices from the beginning, issued the following statement: “In occasion of the approval of the bill on autonomy, unlike the government’s initiative law on the agenda of the Chamber for 04/29/2024, already approved in the Senate in the session of 01/23/2024, the Italian Communist Party is mobilized on the same day to create opportunities for meetings – together or even just with the PCI – and focus on the dangers of maintaining the country, making citizens different by region with different rights, sharpening the gap between north and south between rich regions and poor regions, the government dominated by Salvini will approve the Calderoli Decree, effectively changing the constitutionally guaranteed rights.” Let us remember that the differentiated regional autonomy proposed by Minister Calderoli, already approved in the Senate and currently being examined in the Chamber of Deputies, destroys Italy, bringing it back to the dimension of pre-unification statelets and foreign dominations. 23 subjects currently exclusive to the State or competing between the State and the Regions can be chosen, like an a la carte menu, by each Region, to obtain exclusive legislative and administrative power. Matters that include general rules on education, landscape, the historical and artistic heritage of the Nation, the environment, biodiversity, but also healthcare, motorways, ports and airports, civil protection, production and distribution energy and many others. Powers are thus transferred without responsibilities, preventing us from having that national and supranational point of view which today is indispensable for dealing with complexity. We will be a Harlequin country turned in on itself, incapable of looking to the future, which will count less and less in the European Union. But differentiated autonomy also concerns the rights of citizens, of people: it is not only the secession of the rich, but also a war between the poor, which marginalizes the South and the internal areas of the Center and North. The demonstrations, initiatives and demonstrations that have taken place throughout Italy for years with Committees, Associations, Mayors, political and trade union forces have not served to stop him; the numerous highly critical positions taken by authoritative constitutionalists, economists, teachers and experts were not considered; nor the concerns expressed by important institutions such as the Parliamentary Budget Office, the Bank of Italy, the European Commission, Confindustria and SVIMEZ, the latter of which estimated the allocation necessary to fill the gaps already at 90 billion euros existing today between North and South. The PCI, which has supported this just battle against the catastrophe from the beginning and has been an active part of the NO AD Committees since 2018. The PCI will continue to consistently fight in all locations and with all its energies against a subversive plan that wants to dismember our country, delegitimize the role of Parliament representing the sovereign people, and the functions of the President of the Republic, thus surreptitiously overcoming the anti-fascist, democratic and republican Constitution and its deepest values. In fact, for Giorgia Meloni the direct election of the Prime Minister serves to be fully legitimized, to go beyond the democratic and anti-fascist Constitution of 1948, drastically reducing the role and powers of the President of the Republic and reducing parliament to a praetorian guard of the head of government : either you approve their decisions or you go home. The electoral law indicated in the amendment to the Constitution will guarantee the Prime Minister a majority of parliamentarians, strictly dependent on his election, it is unlikely that there will be a successor without new elections. Having a majority of parliamentarians without obtaining a majority of votes will make the 1953 scam law pale in comparison, which at least was triggered by a majority of votes. The right wants to modify the 1948 Charter to found a new Republic and wants another Constitution. The project is contradictory, dangerous, but it has a clear objective: to close the era of the democratic and anti-fascist Constitution of 1948 based on the division of powers. The alternative to capocracy is to demand the possibility for electors and voters to directly elect all 600 parliamentarians, saying enough to those appointed from above, modern vassals, to restore to parliament the centrality that the Constitution attributes to it and to combat abstentionism.
