Days ago it was the regional councilor Paparelli who questioned the realization of the Stadium-Clinic project and the topic is updated today with a statement from the councilor for Public Works of the municipality of Terni, Giovanni Maggi, with a statement which appeared on the fb page of Alternativa Popolare in which he expresses clarifications on what has happened recently and which reopens the realization of the project. We report in full below what was reported in the press release:

On Wednesday 24 April at the municipal offices a meeting was held between a delegation from Ternana led by the president Nicola Guida, the municipal manager Piero Giorgini and the councilor for Public Works Giovanni Maggi”.

“In the meeting – writes councilor Maggi – Ternana’s desire to continue the technical-administrative process of the stadium-clinic project was reiterated, thus creating the conditions for the preparation, by the municipal administration, of the documentation and necessary documents and the desire to proceed quickly with the signing of the agreement emerged in order to be able to start the operational part of the project immediately afterwards.

The municipal administration will proceed – writes councilor Maggi – with the implementation of the procedure also in consideration that the Municipality of Terni has declared the public interest, approving the feasibility study presented by the proponent Ternana Calcio, which subsequently elaborated and sent to the Municipality of Terni the relevant definitive project, so that it could be subjected to the evaluation of the decision-making Services Conference specifically convened by the offices of the Umbria region, given that the project itself contains aspects of specific competence of the regional body. At the end of the decision-making Services Conference, the RUP of the Umbria region proceeded to determine the reasoned positive conclusion with the provisions and conditions of the Conference itself, delegating to the Municipality of Terni the burden, by competence, of continuing the technical-administrative process. In this regard – concluded councilor Maggi – a report of agreement was approved between the Municipality of Terni and Ternana, a report with which the proponent implemented and regulated the implementation of the provisions and conditions set out in the conclusions of the Decision-making Conference of Services”. “It is incomprehensible – writes the councilor – so much aversion towards the Terni clinic when for decades, with the left in power in the region, the presence of private clinics in the Perugia area was shared and encouraged. The abandonment of the project could also give space to private entrepreneurs who would profit from the clinic’s profits for personal benefits rather than allocating them to financing a public work that is fundamental for our city”.

As for the use of water fees for the construction of the stadium as proposed by regional councilor Paparelli, councilor Maggi replies: “allocating the amounts of water fees for this purpose would eliminate the resources allocated to the maintenance and improvement of all other sports facilities for at least 20 years”.
