Wednesday “profitable” meeting between Ternana and the Municipality

Ternana and the Municipality are moving forward towards the stadium-clinic project. The confirmation came in the evening from the post published on the Facebook profile of Alternativa Popolare Terni signed by the Councilor for Public Works Giovanni Maggi.

The text states that “on Wednesday at the municipal offices a fruitful meeting was held between a qualified delegation from Ternana Calcio led by President Guida and the municipal manager Arch. Giorgini with their technicians and in the presence of councilor Maggi.

In the meeting – continues the note – Ternana’s desire to continue the technical-administrative process of the Stadium-Clinic project was reiterated, thus creating the conditions for the preparation, by the Municipal Administration, of the necessary documentation and documents and the desire emerged to proceed quickly with the signing of the poster agreement to begin immediately after the operational part of the project”.

The statement could not miss the political response to what happened in the days before in the Regional Council.

“As was easily foreseeable, at the same time, yet another attack was undertaken by the left in general and the PD in particular on the project which, with a question to the regional council by councilor Paparelli, calls for the abandonment of the project and the financing of the stadium through the annual regional contribution relating to the so-called water fees.

It is incomprehensible – continues the note – so much aversion towards the Terni clinic when for decades, with the left in power in the region, the presence of private clinics in the Perugia area (as many as 4) was shared and encouraged.

The abandonment of the project could also give space to private entrepreneurs who would profit from the clinic’s profits for personal benefits rather than allocating them to financing a public work that is fundamental for our city.

The realization of the stadium-clinic project would not burden the municipal budget while allocating the amounts of water fees for this purpose would eliminate the annual resources (currently 1,350,000 euros) intended for the maintenance and improvement of all the other sports facilities for at least 20 years.

However, the Municipal Administration will proceed with the implementation of the procedure also in consideration that the Municipality of Terni has declared the public interest, approving the Feasibility Study presented by the proposing entity Ternana Calcio SpA, which subsequently elaborated and sent to the Municipality of Terni the related definitive project, so that it was subjected to the evaluation of the decision-making Services Conference specifically convened by the Offices of the Umbria Region, given and considered that the project itself contains aspects of specific competence of the regional body.

At the end of the decision-making services Conference, the RUP of the Umbria Region proceeded to determine the motivated positive conclusion with the provisions and conditions of the Conference itself, delegating the onus, by virtue of its competence, to continue with the technical-administrative process to the Municipality of Terni.

In this regard, a memorandum of agreement was approved between the Municipality of Terni and Ternana Calcio SpA, a memorandum with which the proponent implemented and regulated the implementation of the provisions and conditions set out in the conclusions of the decision-making Services Conference.
