TOBy bringing forward the implementation times by a month compared to last year, with the summer season approaching, Mayor Francesco Italia has issued an ordinance, immediately enforceable, regarding fire prevention and the cleaning of uncultivated land.

The provision, proposed by the Civil Protection sector and further expanded compared to previous ones in its forecasts and requirements, it absolutely prohibits the lighting of fires of any kind and the burning of plant residues on site, even if deriving from mowing or pruning, forestry or agricultural material even if produced by companies.

All prevention measures contained in the ordinance must be adopted by May 15th and their execution must be communicated by the 22nd to the Environmental Police at the addresses: [email protected] and [email protected].

In the period between 15 May and 31 October, near woods and protected areas, agricultural land, along roads and motorway and railway locations, parks and urban pine forests within the municipal territory, it will be forbidden to light fires or use naked flame or electrical appliances that produce sparks; Furthermore, it is forbidden to smoke or throw cigarettes, carry out any action that could generate open flames and cause fires, carry out pyrotechnic activities, light fireworks, park on areas with grass and dry vegetation.

Furthermore, in the same period, the individual owners, tenants and managers of rustic lands and uncultivated agricultural areas, of uncultivated urban green areas, the owners of villas, the administrators of buildings with attached green areas, the managers of construction sites, tourist, artisan and commercial structures with attached green areas, they will have to clean them, eliminating brushwood and cutting hedges and branches, removing waste and anything else that could be a vehicle for fire, keeping them in such conditions as not to increase the danger. Particular attention, in order to prevent the triggering of interface fires, is due to “the areas bordering the built-up areas for the external perimeter of 200 meters and 50 meters inside”.

It is mandatory for holders, near public and private roads, along railways and motorways, as well as near buildings or plants and near closed lots and property boundaries, to maintain the efficiency of the protection strips, i.e. to create a fire protection strip no less than ten meters wide, along the entire perimeter of the fund. This protection band, for owners, managers or managers of campsites, tourist villages, farmhouses, hotels and accommodation facilities, residential centers extends to twenty metres.

The distance must be reasonably increased in relation to individual and particular cases so as not to constitute an obvious danger for homes. The Ordinance then dictates a series of provisions regarding the seasonal agricultural activities of sowing, harvesting and threshing. Owners of arable land must guarantee a firebreak of no less than 10 meters along the entire perimeter.

The ordinance also prescribes to keep the area around the tanks of liquefied petroleum gas plants free of vegetation for a 20 meter radius and 10 meters around farmhouses, barns and manure sheds; to cover the exhaust pipes of petrol engine threshers with spark arrestor systems; to light open fires near vegetation.

Throughout the year it is prohibited to throw matches, cigars or cigarettes and any other type of lit or incandescent material from vehicles or otherwise leave them on the ground; and the obligation, for anyone who actually has the availability of land, to keep it in good maintenance and decorum conditions at all times, with particular attention to brushwood and the hygienic conditions of the place.

The act also contains the administrative sanctions resulting from failure to comply with the established provisions, graduated depending on the severity of the violation ascertained. Reporting to the judicial authority is expected pursuant to article 650 of the penal code.

The Civil Protection offices invite citizens to collaborate by promptly reporting the start of a fire to the competent authorities and providing the information necessary for its identification; and to register and use the “Anch’io Segnalo” APP, prepared by the regional Civil Protection Department which allows the reporting of dangerous situations but which should not be used for urgent requests for help as it does not replace the emergency call.
