The Prefect of Biella Silvana D’Agostino chaired a Technical Coordination Meeting at the Government Palace, during which the issue connected to the recent episodes of aggression against healthcare personnel was addressed, raised by the president of the Provincial Order of Surgeons and Dentists of Biella. The meeting was attended by the provincial leaders of the police forces, the general director, the health director and the administrative director of the Local Health Authority of Biella, as well as the president of the Provincial Order of Surgeons and Dentists of Biella, in connection remotely.
During the discussion of the topic on the agenda, the data recorded in the three-year period 2022-24 within the jurisdiction of the ASL BI were exposed and shared also on the basis of the indications received, in February 2023, from the Piedmont Region, which asked to collect data relating to episodes of violence committed against operators, with particular reference to the variables identified and considered essential for the purposes of monitoring the National Observatory on the Safety of Healthcare and Social Health Professions Operators (ONSEPS) established by law n. 113/2020. This latest law, in line with the principle of “Zero tolerance to violence”, also provides, among other measures, for the imposition of administrative sanctions if there is no evidence of a crime.
The Local Health Authority of Biella had already approved, in 2020, a specific protocol for the Prevention and Management of Acts of Violence towards operators at the ASL BI, which will now be shared and updated on the basis of the interventions envisaged in the course of the meeting. Under consideration by the Roundtable, to increase the safety of healthcare personnel on duty at the Biella hospital, already equipped with a police station, video surveillance and a direct channel with the police, who will also support the training activity of the health company staff in greater contact with users.
Similar attention was paid to the medical guards and family doctors, who often work alone and in decentralized areas, also evaluating the possibility of drawing up an agreement to improve the safety of the hospital and the territorial offices of the ASL BI. It was therefore unanimously agreed to systematize all the available tools to pursue the strengthening of prevention actions for the benefit of health and socio-health workers in contexts of potential risk, also encouraging better data sharing between Hospital Management and Hospital Forces. ‘order. Special Technical Tables will be activated in the Prefecture to coordinate and monitor the implementation status of all the initiatives planned in agreement between all interested parties.
