New Genoa dam, 57 million and green light to the variant from the Liguria Region

After having received substantial approval from the Ministry of Culture, the variant project for the new breakwater in the port of Genoa has completed a further step in the verification procedure for its subjection to an environmental impact assessment established by the Ministry of the Environment.

The additions requested by the Liguria Region, in fact, are few and, apparently, easy to implement. For the “air-noise matrix”, in fact, it is mostly a matter of clarifications or little more, such as for example “the in-depth analysis” requested “to exclude that the increase in the flow of vehicles leaving the construction site, linked to the contraction of time and the modification of the routes, interferes with the other construction sites taken into consideration and to identify possible mitigations on the acoustic climate and on the air quality in case of interference. Ditto for “marine habitats”, due to “the design variant which involves the use of traditional explosives instead of weakened ones.

The paragraph entitled “material management” appears slightly more delicate, with which, with particular reference to the “filling of the container”, the proposing port system Authority will have to “adapt the documentation with the quantities of all the authorization provisions of other projects located in the municipality of Genoa in which the dam has been identified as the destination site for excavated earth and rocks (for example the subport tunnel); for all other interventions, the quantity and type by origin of the materials to be used must be defined, specifying selection and priority criteria and related management methods”. Given the continuous changes in the scenarios of the various projects, most recently the capsizing of the Sestri Ponente shipyard into the sea, the ADSP will therefore have to sort out what will actually go into the caissons of the new dam.

And, given the favorable opinion of the Municipality (no request for additions, only compliance with the “ministerial regulations (on acoustic matters, ed.) and “obtaining the required authorization for temporary noisy construction site activities”), the further new concerns the announcement by the Regional Council to grant “a contribution in the 2025 financial year up to a maximum of 57 million euros in favor of the Port System Authority of the Western Ligurian Sea to guarantee complete financial coverage for the construction and completion of the second lot of the new breakwater of the port of Genoa. The bill approved by the regional council provides for this.” The figure is the same that the institution had defunded about a year ago.
