This morning the Carabinieri of the Milazzo Company, coordinated by the Prosecutor’s Office of Barcellona Pozzo di Gotto, led by the Prosecutor Giuseppe Verzera, notified L’notice to the suspect of the conclusion of the preliminary investigations and information regarding the guarantee and the right of defenceissued by the Public Prosecutor’s Office of Barcelona, ​​against four natural persons held responsible for the crime of negligent environmental disasteras well as of two legal entities, a film, video and television program production company and a company operating in the design and creation of special effects for cinema, TV and theaters, for administrative responsibility due to the environmental crime caused.

The provision arose from investigations conducted by the Station of the cStromboli arabinieri started immediately after the huge fire, during the filming of a Rai drama on civil protection, which affected the island on 25 and 26 May 2022, in a protected natural area subject to environmental restrictions, included in the sites UNESCO and “Natura 2000 Network” and in the oriented/integral nature reserve “Island of Stromboli and Strombolicchio”. In particular i cArabinieri, after having provided assistance to the population during the serious events, including by evacuating several homes and some restaurants, immediately started investigations, in agreement with the Judicial Authority and with the support of consultants appointed by the Prosecutor’s Office, carrying out multiple inspections, various testimonial interviews, numerous documentary acquisitions ed technical checks, thanks to which four natural persons were identified, including the legal representative and the production manager and manager of a film, video and television program production company, as well as the legal representative of a company operating in the design and creation of effects specials for cinema, TV and theatres, as well as a worker member responsible for the actual implementation of the special effects who, shortly before the vast fire broke out, were present on the island, on a film set, to produce a television series. The four suspects are also held responsible, in various capacities, for violations of the legislation on the protection of health and safety in the workplace, i.e. for not having drawn up a risk assessment document which adequately took into account the danger of fire and that it has not given specific importance to the use of scenic effects consisting in the generation of fireworks, through the use of highly flammable material, that it has not adopted any adequate measures to prevent any fires, that it has not provided its employees with adequate training regarding the risks to health and safety in the workplace, the procedures relating to first aid, fire fighting, evacuation of the workplace, as well as in not having adequately trained the production manager, indicated as the person in charge and not having guaranteed the specific training of the sole fire prevention officer. And again, not to have excluded access to the film set in relation to the risks deriving from the ignition of “controlled” flames, not to have verified any deficiencies of means, work equipment or any dangerous conditions, to have used, for the reproduction of stage effects and, in particular, for the lighting of “controlled” flames, rudimentary equipment, without use and maintenance manuals and the required requirements, as well as having used them without adequate training and training and without taking into account the current meteorological conditions and, in particular, strong winds, in violation of the union ordinance which prohibited the lighting of any type of fire during windy days, thus determining the triggering of a forest fire which affected over 240 hectares in total and caused a very serious environmental disaster, in addition to the damage to some homes and buildings used for public purposes.
