A first indication will arrive this afternoon, when the regional management of PD Pugliese will meet at 4.30pm on first call, at 5pm on second call. The agenda is vague: “Situation politics”. But it is clear that the consequences of the judicial storm will be discussed first and foremost; the three investigations by the Bari Prosecutor’s Office have disrupted the plans in the party and in Region. And then there is the Bari issue, which is intertwined with the first: the candidacy of Nicola Colaianni proposed by Nichi Vendola is causing negative reactions among the militants, who accuse the party of being in disarray, incapable of deciding, of pursuing its own candidacy and of being between a rock and a hard place (read Conte and Vendola).
The Democratic party he is the largest shareholder of the Emiliano council and the outcome of today’s management will have an impact on the decisions that the governor is preparing to make. But we will have to wait another 24 hours to have clearer ideas, given that tomorrow the majority summit has been convened by the President of the Region and all the issues will come to a head there. Emiliano has two problems: on the one hand, he must follow up on the input received from the national secretary of the Dem, Elly Schlein, who clearly said that she expected something more than a replacement of the two councilors who left the government team for different reasons; on the other hand, however, he needs to maintain certain balances and not penalize those who have nothing to do with the investigations. Another 48 hours and the situation will emerge, the governor has taken some more time to decide. He is waiting for signals from the leadership of the Apulian Democratic Party, which is meeting today and then wants to first deal with its majority. Emiliano would secretly prefer not to reset and, moreover, he said this in some interviews before Schlein himself intervened. «The replacement of those who have left is not enough, I expect a concrete renewal of the regional government structures that establishes a new beginning, on different bases», thundered from the Nazarene. Also pointing the finger at the “transformists”. “I asked President Emiliano – he highlighted – to follow up on what I said last Friday in Bari: keep away quick-change artists, defectors from the centre-right and people on whose moral rigor there is the slightest shadow”. And again: «In the Democratic Party that we are rebuilding, the wrong interests and opaque methods must find closed and sealed doors. I therefore expect a clear change of phase to proceed.”
A reminder to which Emiliano immediately responded and was present a few hours later. Consequently, stopping at the replacement of Anita Maurodinoia and Rosa Barone would be seen as a gauntlet thrown at the secretary of the national Democratic Party, with repercussions that are all to be evaluated. For this reason, it is very likely that Emiliano will decide to appoint at least four new councilors, except for mediation with the secretary which, apparently, is already underway at this time. The council commissions could also be reviewed: Michele Mazzarano has left the Pd group, so it is likely that he will be asked to take a step back from the position of president of the Environment commission.
There are many rumors in these hours, the ones to be “sacrificed” in the Council could be the Health Councilor, Rocco Palese, and Gianni Stea (Personnel). The reason is simple, they are not “at fault” but are the two politicians who moved from the center-right to Emiliano’s court. Among the incoming candidates, however, the names of Francesco Paolicelli, Debora Ciliento and Lucia Parchitelli are circulating. Pier Luigi Lopalco would also be there but it remains to be assessed what the current relationship with Emiliano is after his poisonous resignation in 2021. If Rocco Palese were to leave there could also be room for another “technician”, a winger and at that point the player could be rewarded the area of the Italian Left and the Greens with a second department after that of the Environment. The name circulating is that of Angela Barbanente. A move that could strengthen the Pd-SI axis also for the Bari municipal elections. Emiliano is studying the action to meet the secretary’s directives, but also safeguard the balance within his majority which, with the exit of the 5Star Movement , has become thinner in numbers. It’s not just the council that needs tweaking, the governor will also intervene in agencies and local health authorities. There could be news, for example, for Adisu.
