The next day it general strike against them massacres at work the government is taking more time on the rules that should strengthen the safety. Starting from points licence which will come into force in October. The amendment to decree Pnrr approved by Budget commission of the House after the reformulation announced on Thursday by the minister Marina Elvira Calderone in fact it refers to future times ministerial decreesi and for the identification of “other areas of activity” to which the application of the new tool can be extended – which in the initial version is limited tobuilding – both for crucial issues such as the identification of “additional credit attribution criteria compared to initial scoreas well as the methods of recovery of the credits reduced”. Furthermore, the amendment includes theself-certification of requirements for the issuance of the driving licence, with revocation in the event of an “untruthful declaration” ascertained “during the post-issue check”. A is confirmed initial score of 30 points and the threshold of 15 points to operate on construction sites.

The is corrected table with points deducted depending on violations, raising those for injuries that they entail disability which had been cut in a previous reformulation, but the penalty in case of temporary disability drops to 5 points compared to the 10 foreseen in the initial version.

The opposition is very critical. “Our opinion is negative”, explain the Labor manager of the Democratic Party and member of the Budget commission Maria Cecilia Guerra and the dem group leader in the Labor commission in the Chamber Arturo Scotto. “The government has not responded to requests since trade union in opposition they came for effective measures to limit accidents at work. We finally got it equal economic and regulatory treatment in the subcontracting chain, but we are not there on sanctions, on the ban on illicit intermediation and on the credit licence”. And they also contest the “game” on the tables: “In the initial formulation the Government foreseen 15 credits for permanent disability and 10 for temporary disability. Yesterday, however, they put forward a worse proposal: 8 for the permanent and 2 for the temporary. Today yet another reformulation of the reformulation. Permanent disability is doubled: 8 credits for partial work disability and 15 for total work disability. L’temporary disability instead goes to 5, half of the initial proposal. Something unacceptable because these numbers talk about the concrete lives of people. We don’t understand if some little hand has worked to reduce the impact of the sanctions. The bitter impression remains of numbers being pulled out somewhat at random.”

The M5S deputies in the Labor Committee of the Chamber Valentina Barzotti (group leader) and Davide Aiello for their part hoped “that the night would bring advice” while, they note, “this was not the case. Our requests, made both through the amendments to the provision and yesterday during the discussion in the commission, were not accepted and we therefore expressed a contrary opinion. Even as rewritten, the license remains, in our opinion, one seriously insufficient tool. We had asked that its application, starting from 1 October, therefore in another 6 months, be extended from now on to other sectors in addition to the construction one; however, the Government has chosen to postpone all to a ministerial decree, which we do not know if and when it will arrive and which in any case does not foresee the involvement of Parliament. Furthermore, the path of self-certification was chosen with all the consequences of the case. Yet another wasted opportunity“.

“The driving license is not what we and the trade unions had asked for to strengthen safety at work. For us this is not the solution”, add Marco Grimaldi and Franco Mari, group leader of the Alleanza Verdi and left in the Budget and Labor commissions of the Chamber. “The fundamental point always remains another: not to allow outsource to do dumping salary. Until the old rule that we hope for is reintroduced, the problem will be addressed but not resolved.”
