The hour of truth strikes at 12.15 today, when the town Council will meet on second call. There are five topics on the agenda. The first is that relating to the subrogation of councilor Alessia Savo (Brothers of Italy), who has decided to concentrate completely on the regional role (councillor and president of the health commission). Marco Ferrara will enter the courtroom. Then there is the approval of the three-year program (2024-2026) and the annual one for public works.
Then the approval of the three-year program for the purchase of goods and services 2024-2026. We will continue with the verification of the quality and quantity of areas and buildings to be used for residence, production and tertiary activities. Finally, the approval of the 2024-2026 budget forecast. Yesterday there was the first “call” and the quorum was not reached. Three responded to the call. So, once again we will go to the second call.
The amendments
14 were presented and all had a favorable opinion from the audit body, but also a positive technical and accounting opinion from the Municipality’s sector manager. Therefore they are acceptable. Now it is a question of understanding how many will be approved or “taken over” by the Administration, thus ending up being an integral part of the budget.
Of the 14 amendments, 11 were tabled by the majority. And 9 bear the signature of Anselmo Pizzutelli at the bottom. Then there are the 2 of Pasquale Cirillo and Maurizio Scaccia. While 3 are attributable to the opposition. The political signals will be strong, clear and evident. In case of acceptance, the vote in favor of the budget is a given. While if they were to be rejected, then the situation would be destined to reverse. The political verification, however, will only be carried out later. So after the Easter holidays. Mayor Riccardo Mastrangeli first wants to see the vote on the accounting document. The majority that emerged from the polls twenty-one months ago had 22 councilors (the number of yes votes to the budget last year). It’s about understanding the current situation. The open fronts are different.
Pizzutelli’s group
Since October Anselmo Pizzutelli (Lista Mastrangeli), Maria Antonietta Mirabella (Lista Mastrangeli) and Giovanni Bortone (Lega) have been a group. We were talking about the 9 amendments presented: they highlight the terrain on which Anselmo Pizzutelli intends to parameterise the verification, which is the administrative one. We are talking, for example, about the maintenance work on the pavements of Via Michelangelo (140,000 euros), the maintenance works on the pavements on Viale America Latina (35,000 euros), but also the construction of the roundabout in the Selva Piana area (27,000 euros). And so on.
Then naturally during the political verification we will talk about the route of the BRT, the future structure of Piazzale Kambo, and the measures of the future urban plan for sustainable mobility. The issue of representation in the council is certainly important. But not decisive. Also and above all because the feeling is that Anselmo Pizzutelli intends to leave himself ample room for manoeuvre. On an administrative level certainly. On the political level it is highly probable. In the meantime, however, the first test will be represented by the acceptance (or not) of the amendments and the vote on the budget.
Cyril’s position
Pasquale Cirillo has joined Forza Italia, but in the chamber there is a federation pact between the “azzurri” and Frosinone Capital, the municipality in which Cirillo was elected. It is a complex game that is played on multiple levels. Meanwhile, even in this case the outcome of the amendments will be very significant. Secondly, several weeks ago Pasquale Cirillo asked for a change in the councilor on the list. But no answers came from Mastrangeli. Only during the political verification will the situation be definitively clarified. Also because among the possible options there is also that of asking Cirillo to join the council directly. Hypothesis to which the person concerned has repeatedly answered no. Specifying that he wants to indicate an external person he trusts. The crucial point seems to be this.
The Vicano situation
In fact, the crisis was opened by the resignation as councilor of Alessandra Sardellitti, who represented Mauro Vicano’s group. The latter ran for mayor on his own in 2022, later reaching an agreement with Mastrangeli in the run-off. The former ASL manager expects that agreement to remain valid and is ready to join the council directly. Otherwise it is very likely that he would leave the majority.
Brothers of Italy
In recent days Sergio Crescenzi has clearly said that he wants to be a councilor. A short time ago, after the resignation of Fabio Tagliaferri (appointed at the top of Ales spa), the former mayor Paolo Fanelli joined the council. Above all indicated by Crescenzi. It’s a question of understanding whether the departmental game can reopen within Fratelli d’Italia. At the moment the councilors are both “external”: Simona Geralico and Paolo Fanelli. Furthermore, it must be considered that if the games were to really reopen, councilor Alessia Turriziani would also be ready to claim a department. In short, a complex situation. But internal to Fratelli d’Italia.
The oppositions
The rumors that are filtering out confirm the hypothesis that Andrea Turriziani (Lista Marini) may vote on the budget. But we will have to wait because important evaluations are underway. The accounting document is the act that, more than any other, has a strong political character. Such a choice would represent a novelty impossible to ignore. A real opening. On the other hand, in recent months there have been many signs. At that point, even a representation on the civic council could not be ruled out (the name in question is that of the coordinator Francesco Trina). Or perhaps a delegation to councilor Andrea Turriziani.
Then there is the question of the amendments, some of which were presented by members of the opposition. If accepted, perhaps they could lead to abstentions rather than noes. Or leaving the classroom. This is why the final vote on the budget will be indicative from every point of view. Because it cannot be ruled out that in the future, especially if the centre-right coalition were to lose “pieces”, Riccardo Mastrangeli could think of a sort of mayoral government. At this moment there are no such signs, but the dynamics could evolve rapidly. In any case, the approval of the budget will represent a turning point.
