Last hour of helmet in Italy, new obligations and new laws: now everything is official
Descriptive text here

With the approval of the New Highway Code, it will be mandatory to wear a helmet to travel with all means of transport, including this one.

The New Highway Code, after having obtained the green light from the Chamber, it has now also reached the Senate. The process has officially started, as the senators of the League – the party that wanted the introduction of these changes more than anyone else – made it clear two days ago in the Transport Commission at Palazzo Madama.

In recent months, there has been a lot of talk about the changes that will be introduced with the new Highway Code. In particular, the Minister of Infrastructure and Transport, Matteo Salvini, wanted to regulate the circulation of electric vehicles, i.e. electric bikes and scooters. According to reports, in fact, accidents involving drivers of these vehicles have recently increased: in some cases these accidents have also led to very serious consequences.

That’s why one of the most important changes is the obligation to wear a helmet for all those who ride an electric scooter. At the moment, in fact, this obligation is established only for minors: therefore all drivers of electric scooters aged 14 to 18 must wear a helmet. With the entry into force of the new rule, even adults will have to wear a helmet when riding an electric scooter.

And that’s not all, because the bill makes it clear that the helmet must also be approved. You therefore need a protective helmet that complies with UNI EN 1078 or 1080 standards, i.e. those that concern bicycles, skateboards and roller skates. But what happens if you ride the electric scooter without a helmet? With the new Highway Code, violators, including adults, will face an administrative fine between 50 and 250 euros.

In addition to the helmet, electric scooter riders will also need to provide regularize your vehicle with license plate and insurance. Obviously these obligations do not concern those who use sharing scooters: in that case you only need to wear a helmet, since the company providing the service will take care of the license plate and insurance.

For owners of electric scooters, however, license plate and insurance will become mandatory once the new rule comes into force. Those who are caught driving on the road without having taken steps to regularize their vehicle – therefore without license plates and without insurance – will risk big: the fine, in these cases, ranges from 100 to 400 euros.
