The State Police and the Regional Investigation Unit for Lombardy of the Penitentiary Police, coordinated by the Public Prosecutor’s Office of Milan, have been executing, since the early hours of the morning, an order issued at the request of the Public Prosecutors of the V Department, with which it is precautionary custody in prison was ordered for thirteen officers of the Penitentiary Police, twelve of whom are still in service at the “Cesare Beccaria” Juvenile Penal Institute in Milan, as well as the measure of suspension from the exercise of public offices in respect of further eight employees of the same police force, all of them also serving, at the time of the events, at the same detention facility for minors.
The alleged crimes
The various crimes contested by the Public Prosecutor’s Office and positively examined by the investigating judge in relation to the conduct of the officers, found from at least 2022 to today and reiterated over time against several minor inmates, are those of mistreatment to the detriment of minors, even through omission, aggravated by impaired defense and abuse of power; complicity in the crime of torture, even by omission, aggravated by the abuse of power of the public prosecutor as well as by the circumstance of having committed the act to the detriment of minors; complicity in the crime of injury to minors, even through omission, aggravated by base and futile motives, impaired defense and abuse of power; complicity in the crime of false ideology and finally attempted sexual violence by an officer against a prisoner.
The investigation, which started from some reports, also received by the judicial authority through the Guarantor of the rights of persons deprived of personal liberty, was developed through various technical services of interception and acquisition of cameras inside the institute, which made it possible to collect indications of crime for several episodes of violence against restricted minors. The proceeding is still in the preliminary investigation phase and the responsibility of the suspects will be definitively ascertained only with an irrevocable sentence of conviction. Further details will be provided during a press conference to be held in the Prosecutor’s Office at 11.30 am in the presence of the Prosecutor Marcello Viola and officials of the State Police and the Penitentiary Police.
