Conduct vote, the Senate approves the Valditara bill. It passes to the House

The bill developed by the Minister of Education, Giuseppe Valditara, on the evaluation of conduct was approved in the Senate with 74 yes, 56 no and no abstentions. The measure must now pass the House.

Greater weight given to voting in conduct

The bill aims to give weight to the vote in conduct, introducing a detailed series of cases. As regards secondary schools, if you do not have at least a seven in conduct you will not be admitted to the following year or to the exam. If the vote is equal to six, you will have to take a civic education paper, with a five the result is a failure. Furthermore, the assignment of a 5, and therefore the consequent failure, may also occur in the event of behavior that constitutes serious and repeated violations of the Institute Regulations.

The main news (elementary and middle school)

One of the main innovations consists in the reintroduction of behavioral evaluation to the averages, replaced with a judgment by Minister Valeria Fedeli in 2017. The evaluation will be expressed in tenths and will be averaged with the other subjects. Meanwhile, criticism is pouring in, both in the Chamber and from the associations, regarding elementary schools, for which the abolition of the descriptive judgment is expected in favor of a return to the synthetic one.

What changes for suspensions

The tightening decided by Minister Valditara also concerns suspensions. In the case of measures involving up to two days of absence from lessons due to serious behaviour, it will be possible to carry out recovery through educational activities at school and a final test to be submitted to the class council. If the suspension exceeds two days, solidarity citizenship activities will have to be carried out at affiliated facilities.

Fines of up to 10,000 euros

Fines are also introduced “for crimes committed to the detriment of a school manager or a member of the teaching, educational, administrative, technical or auxiliary staff of the school due to or in the exercise of his office or functions is always ordered, in addition to any compensation for damages, the payment of a sum of between €500 and €10,000 as financial compensation in favor of the educational institution to which the offended person belongs”, reads the amendment.
