USB Public Employment – Tax Agencies: Tuscany and Umbria

On 17 June, a trade union meeting called by DT V was held on the following agenda items:

– Analysis of critical issues found in some operational structures;

– Issues raised with reference to the management of overtime;

– Organizational and logistical perspectives

-Miscellaneous

We give a concise account of the topics covered, starting with the information provided to us. We remain available for any clarifications/further information.

Regarding the reorganization, Lazio will certainly not be the site of the experimentation.

The Tuscany and Umbria Territorial Directorate has proposed, but at the moment there is no further news.

The Territorial Director spoke about the critical issues reported by certain operational structures, with widespread staff shortages. This year there will be no regional questions, so as not to weaken other structures. For the SOT of Portoferraio, in a very serious shortage, there will be an assignment in command from 1 August, with the support of another colleague on a mission from the Piombino SOT, to which new hires have been assigned, with the possible sending on a mission also from Livorno, if necessary. Therefore, no questions for UD Firenze and Monopoli, also due to the assignment of new hires, and in view of the conclusion of the competition currently underway, which should be completed within the year. The director also hoped for the hiring of suitable people, to quickly strengthen our structures which are now in great difficulty.

Following the reorganisation, if, as has been envisaged, the work carried out by DT will increase, it will be assessed how to act to bring personnel from the “periphery” to the center (Florence DT).

Sot Lucca Monopolies and Tobacco Manufacturing discussions are underway to reduce the use of permanent staff, commensurate with needs, in order to lighten the commitment required by the current regulations. Critical issues have been reported to Director De Feo since December regarding the shifts at the Manufacture.

Extraordinary: there are no budget critical issues, the one assigned to the offices is similar to 2023, the only change is that there are 100 new hires in the region, as additional staff to consider. In any case, if the needs are greater it will be possible to ask for a budget integration, a possibility already represented to the directors and which will be repeated. The “passage” with the Civil Service to raise the maximum limit from 200 to 600 hours per year is an act that is said to be only formal. It is only necessary to take into account the regulatory and contractual requirements, therefore it must be authorized, with reasons that are not too generic.

Incentives for Technical Functions everything is still to be defined, there will however be a need for a national comparison between the OO SS and Organization and Finance. There is a new procurement code, in order not to be late, we have started to identify the figures. The RUP is almost always Doctor D’Amore, who will therefore not be paid. The RUP is the one that has the most important rate. The national determination is awaited, which will also have to establish a ceiling on the incentive, which is possible at most up to 100% of the salary, according to the general rules, but which will certainly be lower in the Agency.

Office locations

– Florence: the situation is on standby waiting for the reorganization to be defined, the idea is to bring all the offices together in a single structure. The headquarters in via Foggin is a FIP property with obligation until 2026, so to avoid unnecessary expenses the interventions will be limited to the minimum necessary.

-Arezzo: here too there is a stand-by situation, some work is needed to be contracted out to the State Property Office before the transfer.

-Pistoia: work is underway to expand, in view of the possible assignment of colleagues currently in Prato, to manage the excise part.

-Livorno: for Torrino the tender cannot be carried out before next year, the contracting authority will no longer be the Board of Public Works but will be directly the Customs Agency, such as the reconstruction of the roof of the chemical laboratory.

-Pisa: the State Property Office is proceeding with the expansion project at the Darsena.

Under Lucca: the work is being completed.

UD of Florence and SOT Airport: reported by these unions UIL and USB the problems reported, not least in the meeting of the 11th of last year with the UD Florence, concerning both the overtime of the colleagues being checked (who were instructed to return two days to the same company, if it was not possible to complete the check during ordinary hours, rather than using overtime to complete it in one day), and the question of the hours cut to colleagues in the traveler service. We also asked the reason why the reduction in time worked was applied only to this group (travellers); we represented that this seemed very strange to us that in the Territorial Directorate problems emerged only with the Florence UD, and only for the traveler service. The Territorial Director was informed that the timetable problems have been resolved, but considering what was expressed and therefore that we are far from the truth, the director himself undertook to contact Dr. Gallucci to organize a resolution meeting. As regards the corrections made retroactively on the working hours of some colleagues, DT declares that they were made at the express request of UD Florence, and that in any case they will be neutralized. Having also analyzed the problems of external services, regarding overtime, the DT director confirmed that he had invited local managers to use them even beyond 200 hours per capita, where necessary for the smooth running of activities.

In light of what was expressed by the administration, there does not appear to be any problem in authorizing incoming staff 15 minutes to change uniform (in compliance with the instructions of the General Management).
