The Carabinieri’s territorial control activities continue in the province of Catanzaro, also with the aim of preventing and repressing environmental crimes and, in particular, building and landscaping violations which, with the approach of the summer season, could record an increase in start of tourist-recreational and seaside activities.
Thanks to the assiduous vigilance on the phenomenon, the military of Lamezia Terme Forestry Unit they ascertained the presence of illegal artefacts in various areas of the Lamezzo area. Lastly, within a private estate in the populous district of Nicastro, the construction of a reinforced concrete and masonry construction, already complete with an insulated sheet metal roof, was ascertained. The building, covering an area of over 100 square meters and with a maximum height of more than three metres, was found to be devoid of any qualification and was immediately seized by the operators.
For this violation, the alleged author and owner of the land, referred to the AG of Lamezia Terme, if the accusatory hypotheses are confirmed and without prejudice to the defense guarantees, risks thearrest until two years and thefine up to a maximum of 51,645 euros.
On the Ionian side, a timely joint intervention of theCatanzaro and Sersale Forestry Carabinieri Units he, however, averted the realization of wooden houses on state-owned wooded land overlooking the Sellia Marina seafront, on which works were being carried out for the construction of a tourist-recreational structure in breach of the permits, also avoiding theculling of further tree species.
The effects of landscape transformation interventions on environmental resources must be taken into consideration with the necessary priority. Excessive consumption of the territory, the increase in artificial coverage, the subtraction of agricultural, wooded and natural surfaces implemented in conflict with sector regulations, as well as their use that does not comply with the constraints imposed by regulations, including local ones, leads to a decrease in the very important ecosystem functions of the soil, provided free of charge to the community.
Maximum protection is then granted by law to sites of naturalistic value included in the system of protected areas or natural ecosystems of landscape importance: the sanctioning consequences for these violations may include, in the most serious cases, a sentence of up to 4 years Of imprisonment.
The importance of the investigations of the bodies responsible for issuing qualification qualifications in verifying the existence in their territory of areas subject to environmental and/or landscape protection or, again, the presence of “inhibitory” constraints (such as, by way of for example, Sites of Community Interest, so-called SCI, or Special Protection Areas, so-called SPAs, or public artificial reforestation, including so-called “windbreaks” facing sea beaches).
The activity to combat the phenomenon of the forestry sector in the province of Catanzaro, with more 90 checks in the construction and landscaping sector in the first 5 months of the year, led to the dispute of administrative sanctions for an amount of approximately seven thousand eurosto the referral to the judicial authority of 24 peoplewith the execution of 14 seizures. –
