The extraordinary commissioner of the ASL, Sabrina Cenciarelli, presented the new corporate act yesterday morning in the Municipality (after having obtained the positive opinion of the management board), in consultation with all the mayors of the province. The reorganization act of the Pontine health company will be presented to the unions tomorrow, then it will be up to the health council.
Approval will be the responsibility of the Lazio Region. While waiting for the next steps, in the meantime the ASL has received the favorable opinion of the mayors of the area, primarily that of the mayor of Latina, Matilde Celentano: «Innovative healthcare, with an approach that looks at the state of global health. I am fully satisfied with the proposal of the new corporate act of the Local Health Authority of Latina presented at the conference of mayors for healthcare by the extraordinary commissioner Sabrina Cenciarelli”. In the municipal headquarters in Piazza del Popolo, yesterday morning, the mayor presided over the work which saw the participation of 14 Pontine mayors or their delegates in attendance and 11 in connection.
The session took place in a climate of institutional collaboration: «The mayors of the area – underlined Celentano – appreciated the work carried out by Dr. Cenciarelli to whom, at the end of the exhibition, they asked questions, receiving timely answers».
The administrative director and health director of the Latina ASL, Dr. Pietro Leone and Dr. Sergio Parrocchia, also took part in the conference of mayors for healthcare. «Among the innovations introduced with Dr. Cenciarelli’s proposal – declared Mayor Celentano at the end of the meeting – I cannot fail to mention the establishment of the Department of High Neuro-cardio-vascular specialties which will finally see the activation of the Uoc of Cardiac Surgery in Latina , which will complete the virtuous path existing at Goretti for assistance, treatment and research dedicated to cardiovascular diseases. This means that at the Latina hospital it will finally be possible to carry out complex operations and implement minimally invasive interventions, such as replacement procedures, repair of the mitral valve or treatment of cardiac pathologies, including neoplastic ones. This completes the picture of the highest qualification functions characterizing a level II DEA, according to the indications established by national legislation”.
Mayor Celentano then highlighted another novelty contained in the proposed corporate act illustrated today in the chamber: «The creation of a transmural maternal and child department, that is, a department that integrates the hospital and the territory – he specified – The objective is to achieve an effective clinical governance policy capable of ensuring shared care paths in the fields of prevention, diagnosis and treatment, multidisciplinary collaboration, with the guarantee of safety and continuous training”.
Furthermore, the mayor reported on a third new Department, that for the governance of the hospital network and the critical area: «This department – stated Mayor Celentano – was designed based on a holistic approach, both clinical and organizational, which considers the different phases of the treatment path. The organizational integration of the hospitals and the emergency-urgency and high intensity functions of the entire hospital network, carried out in the new organizational model, promotes the centralization function of the activities of facilitating hospitalization flows, the transitions towards the territorial settings, the planning of activities and management of operating rooms. And it is also in this context – he added – that new figures stand out, such as that of the TOH (Hospital Operations Team), created to combat overcrowding in the emergency room, but also to take care of the patient from wherever they access, carrying out an global assessment of his needs, the choice of the most appropriate level of assistance and the transition to different settings, according to the evolution of needs, avoiding care discontinuity”.
As regards territorial assistance, Mayor Celentano explained that the model, designed by Commissioner Cenciarelli for the districts, is based on the configuration of a single territorial Department, «suitable for improving the integration between the different healthcare structures, in a to ensure simplified access and a coordinated and continuous response to citizens’ needs, more suited to the health needs of that specific territory. In the document presented today by Dr. Cenciarelli – commented the first citizen – there are elements for a new impulse for telemedicine, for the introduction of artificial intelligence and new approaches, not least that of the so-called one health ) to address inequalities and promote global health, with the creation of structures responsible for the development and implementation of integrated health-environment-climate pilot programs in line with the indications of the Pnrr. I would like to affirm – concluded Mayor Celentano – that in the Cenciarelli plan there are many innovative elements, in step with the times and perfectly in line with the new provisions of the Lazio Region, with a view to providing healthcare that is more responsive to the needs of the territory . I want to thank Dr. Cenciarelli for having best illustrated to us a healthcare that all mayors and their representatives can aspire to for having contributed to a healthy and constructive debate on the topic of citizens’ health.” The document illustrated today will be made available to the mayors to allow them a more in-depth examination of the proposal regarding the reorganization of healthcare throughout the province of Latina.
