Participatory budgeting, there are 47 candidate proposals

The 47 proposals received as part of the participatory process promoted by the Municipality of Piacenza to involve citizens in the definition and choice of the interventions to be carried out with the 210 thousand euros allocated in the budget for this purpose, can be consulted on the Piacenzapartecipa.it website. scope of the project conducted by the Administration in partnership with CSV Emilia and the Provincial School Office, with funding from the Emilia Romagna Region linked to regional law no. 15 of 2018, on participation in the development of public policies.

Now the technical evaluation process opens which will establish which projects can be admitted to the vote: from 12 September to 5 October, residents and city users (people who live, study, work or carry out voluntary activities in Piacenza) will express your own choice

The idea collection phase, which ended on 2 June, led to the presentation of 47 proposals distributed in each of the 7 macro-areas into which the Piacenza area was ideally divided: an excellent result in terms of participation. The projects to improve public spaces – also in this case sent by residents and city users – include interventions in various areas: from meeting spaces, to green areas, to urban regeneration.

In the coming weeks the proposals will be analyzed by a Technical Commission, which will verify their feasibility and compliance with the criteria set by the Administration. The technicians will work with the constant involvement of the proponents to refine the proposals, also identifying any appropriate or necessary changes, also formulating an estimate of the expected costs and defining the projects in detail. Only at the end of this phase will the proposals that will compete in the vote be known, open to all the inhabitants of Piacenza – or to those who frequent the city for the aforementioned reasons – as long as they are at least 16 years old. Everyone will be able to express at least three preferences and will be able to vote only once, online or at the stations that will be specially set up in the city between 12 September and 5 October. The most voted projects will be financed: at least 7 or a few more, until the 210 thousand euros allocated by the municipal administration are exhausted. To avoid interventions being concentrated in a few areas of the city and others remaining excluded, a limit of two financeable projects has been set for each of the 7 areas into which the city has been divided through the neighborhood workshops.

Please remember that, in order to participate in the Participatory Budget, the projects must be of public interest and concern areas potentially accessible to all citizens. They must not conflict with pre-existing projects or with already approved territorial planning tools. The interventions can only involve expenses for investments in public works or for the purchase of durable goods. Expenses for services, consultancy, professional and/or work activities are not permitted. Projects with particular attention to environmental sustainability and ecological transition will be rewarded with a 10% increase on the votes obtained (bonus). The estimated cost of the interventions must be between 20 thousand and 30 thousand euros including VAT.
