Nuisance fireworks at night. There is the tightening of urban police regulations. Especially in summer, there are countless reports from residents of the capital exasperated by the explosion of fireworks even after midnight. Many are calling for it to be banned. A bad habit that has been widespread for some time now, not only in Salerno and which sees all types of celebrations ending with the explosion of fires. Pleasant to the sight of those present but annoying for those who live in the surrounding areas and especially for those who find themselves immersed in deep sleep. Fires, especially those that explode at night, wake those who live nearby from sleep, in some cases making them literally jump in fright. And so, the next urban police regulation, which has come to the conclusion of a long process of in-depth analysis and revisions during council commissions, is preparing to also define and regulate this habit that makes Salerno residents impatient in search of sleep. Article 5 paragraph 2 letter “l” of the draft regulation expressly states that it is “prohibited” to light and explode fireworks in the city. «It is forbidden to explode fireworks in public places or places open to the public or intended for public use, except in the cases and limits provided for by specific authorizations», reads the paragraph of article 5 of the draft. Furthermore, it is forbidden to “light fires on public streets or throw lit objects into public spaces and places of public passage”. A problem, that of nighttime fireworks, which is emphasized in these summer months, when parties are more frequent and people sometimes sleep with the windows open due to the great heat.

THE CURIOSITY

But there is not only a ban on the explosion of fireworks. Article 5 states that «in public places or places open to the public it is done prohibition on anyone from adopting behaviors that may cause danger to people’s safety, their activities or their free and peaceful movement, disturb public peace and/or cause harassment or nuisance». Furthermore, «to safeguard the safety and decorum of the city, it is forbidden to: place, affix or hang anything on public property and, where not authorized, on other people’s property; play games, competitions of any kind on public roads or roads open to public transit, including pavements and porticoes, when they may cause hindrance or disturbance, constitute a danger to oneself or others, cause damage to people or things; throw or place leaflets or similar on vehicles parked on public land; move, tamper with, break or soil waste containers; go camping or stay in tents, vehicles, shacks or makeshift shelters”. Another prohibition expressed by article 5 is that relating to bivouacs, often also registered in the centre Piazza San Francesco. «It is forbidden – we read – to carry out gatherings and/or bivouacs on public land, with the possible abandonment of residues and/or food containers. The Municipal Police may remove violators, without prejudice to the possibility of seizing the vehicles and equipment used, pursuant to the article”.

Also pay attention to behaviors that may violate city hygiene, such as “throwing any type of food at wild birds and in particular at pigeons (columbia livia domestica) present in the wild in the municipal territory; abandon food intended for animals, if this is not permitted by the municipal regulation for the protection of animals; let animals drink directly from the dispenser of public drinking fountains”.
