Problems at Progetto Ambiente: the working relationship between the municipal company and the general director Francesco Girardi is about to end. The news is still being confirmed, but it seems that the manager (who has two similar roles, one at Aprilia and the other at Tivoli) wants to leave. “This explains the sudden divorce that they now want to pass off as consensual – comments the Aprilia Civica group – After about a year, the municipal administration finds itself back to the top. Even on the Environment Project the center-right lives hand to mouth.
Even on the Environmental Project front we had been easy prophets. We learn from the media that the working relationship between the municipal company in via delle Valli and the general director of the environmental project Francesco Girardi appears to be coming to an end. The professional’s dual role (Aprilia and Tivoli) did not hold up, which explains the divorce that they want to pass off as consensual.
After about a year, the municipal administration finds itself back where it is. Eight months lost, eight months of failed political planning, eight months financed with the money of the citizens of Aprilia thrown to the wind. Eight months in which we have witnessed questionable decisions to say the least which, as the opposition, we have highlighted several times without obtaining adequate responses from the majority. We have witnessed waste collections on holidays with an increase in costs for the company and delays in the reclamation of the so-called open-air landfills throughout the city, we have witnessed purchases of obsolete vehicles, the cutting of grass in parks out of time maximum, to the decline in separate waste collection which for the first time falls below 70% and to a communication that is aggressive towards citizens and is saying little.
In this desolate context we have also seen the Environment Councilor Marchitti bring to the City Council the resolution to extend the “in house” assignment service of the Environment Project without the necessary technical opinions but relying exclusively on a simple e-mail from the director Girardi. As required by law, the resolution should instead justify the reasons why the municipal administration does not use a private operator from the free market but finds it convenient to extend the “in house” award. The document presented in the chamber by the Environment delegate, despite our interventions, was therefore dismissed incorrectly. Episode which highlighted all the superficiality and absence of a political vision of the Environment Department and the centre-right majority.
We had warned the majority principles about many of these choices. In a constructive spirit, for the good of the city, we recommended following different paths. Now we have a year of bad choices to face.
We ask for clarification on the evidently wrong choice of the figure of the general manager and on all the issues listed above.
What is certain, we reiterate, is that our civic experience has given the city a company, Progetto Ambiente, that is efficient and healthy. What is certain is that our civic experience has revolutionized the sector by launching and developing separate waste collection in the city which has become an administrative model for the entire provincial and regional territory. There is certainly a virtuous political action, ours, in the presence of the majority of Princes who has carried out yet another political pirouette to the detriment of the citizens.
