Mobility: new parking plan of the Municipality of Parma

It was approved by the Council on new Parking Plan of the Municipality of Parma, an update that comes twenty years after the previous one. The adaptation was necessary to integrate road administrative processes with digital innovations, and, at the same time, introduces some significant innovations.

The regulatory changes, as per the resolution, are already in force but will become enforceable as soon as the road signs are adequate throughout the affected territory.

Extension of blue lines zones

New areas of the city, such as the one between Via Montebello, Strada Torelli, and Viale Duca Alessandro, and the one between Via Zarotto, Via Casa Bianca and Via Emilia Est, will adopt blue lines to regulate parking. Via Madre Teresa di Calcutta, via Umbria, via Solari and via Volturno will also be equipped with new blue lines, to standardize parking regulations.

Free parking

In the blue lines in via Bixio, via D’Azeglio, via Imbriani, Via Trento, the first stretch of via Emilia Est, shop customers will have half an hour of free parking available through the Tap&Park app. Based on the results produced by the initiative, extensions of this possibility will be evaluated in other areas of the city, so as to concretely support commercial activities.

Overnight stop for residents

The blue and white striped zones will be extended in the areas surrounding the historic center and, at the same time, evening checks will increase to protect residents’ right to park.

Stop for lunch break

In the time slot 12.30-14.30, the blue lines will become paid.

Free hour for residents

All residents of the Municipality, through the Tap&Park app, will be able to take advantage of a free hour in the time slot 12.30 – 14.30.

Active repentance

The possibility of paying online, by 11.59pm the following day, for unauthorized transit in Limited Traffic Zones will be introduced, thus avoiding the current administrative sanctions.

Resident parking permits

The ongoing digital transition makes it necessary to associate a single vehicle with each permit with the inevitable elimination of multi-plate permits (two vehicles associated with the same permit but which cannot be used on both at the same time, as happens now). Therefore, families holding a single permit with two associated vehicles, and needing to park on the road for both, will have to use two permits: the additional permit will be free for the whole of 2024.

Artisans parking permits and goods distribution

Even for activities that distribute goods or artisans with commercial vehicles, the one license plate rule applies: each permit must therefore be associated with only one vehicle but with the new feature that the cost of the annual permit will be halved, equal to 190 Euros, and no longer 385 Euros. For electric commercial vehicles the cost of the permit will be 100 Euros.

Electric Cars

Due to the exponential increase in their number, electric cars with AAA@ permit will no longer be able to travel in the preferential lanes reserved for Public Transport and in the Environmental Islands. Even overnight parking becomes prohibited for electric cars in the white and blue lines reserved for residents, while free parking remains without time limitations in the blue lines.

Environment Friendly Car Permits

AAA permits associated with vehicles powered by methane gas, LPG, hybrid or plug-in will be entitled to free 30-minute parking, which, from 1 September 2024, will be usable only and exclusively with the Tap&Park app.

Accommodation

Guests of small accommodation facilities, such as B&Bs, located in the ZTL, will have specific permits to carry out baggage loading and unloading operations, but will not be able to stay in the ZTL.

New transit possibilities

It will be possible to pass through via Zarotto in the section via Sidoli – via Casa Bianca which, from 7.30 pm to 7.30 am, will no longer be reserved for buses.

For this reason, a regulation was necessary that was functional to the protection of the different needs of all citizens, in order to protect and enhance the public space of our city.”

We report the joint communication with the joint observations, sent on 3 May to Councilor Borghi and for information to Mayor Michele Guerra.

Dear Councillor,

with reference to the parking plan recently approved with resolution of the municipal council No. GC – 125 – 2024 of 10.04.2024, we hereby point out some critical issues that emerged from the analysis of the new regulation and anticipated on the occasion of the meeting held in recent days at your offices.

In particular, we express our disagreement with the introduction of paid parking during lunch break hours, from 12.30 to 14.30. This measure, which was not previously agreed upon, is in fact, in our opinion, counterproductive for commercial activities, service craftsmanship and in particular for public establishments, penalizing the possibility of not stopping freely during the lunch break while, on the contrary, this benefit has always supported local services as well as workers, including those not resident in the municipality. The entry into force of these new measures, in the absence of adequate signage, would also entail the risk of incurring sanctions for operators and more generally for citizens and tourists.

Precisely for these reasons, following a comparison with the respective associative bases, the writing Associations require the remaining free from 12.30pm to 2.30pm to encourage lunch breaks for citizens, workers (including non-residents) and public establishments. In fact, we would like to remind you that numerous PEs specializing in daytime service have numerous agreements in place with companies and workers to provide meals at discounted rates. The margins on these services are small and introducing an additional cost deriving from paid parking would become a disincentive for customers and workers. Furthermore, many public establishments remain the only ones to accept meal vouchers and restaurant tickets and also in this case there are many agreements that have been activated in the area. In this regard, recent studies published by Sole 24 Ore have found an increase in the consumption of single portions in supermarkets, a phenomenon that could indicate a potential migration of customers of public establishments towards shopping center areas that offer the possibility of free parking. . In our opinion, this scenario would mean a further incentive to commercial desertification. A final point for reflection concerns the employment levels guaranteed by the activities that operate in the 12.30 – 2.30 pm time slot: a drop in sales volumes would have repercussions on those workers who are employed to provide service during this time slot.

We also take this opportunity to ask to re-evaluate the approach of the new parking plan in the following areas:

The extension to everyone, residents and non-residents (therefore also including visitors and tourists) half an hour of free parking in all the city’s blue lines. Limiting the advantage only to some routes, which are difficult to communicate with, would also be discriminatory towards other routes which would not benefit from it.

– Lthe possibility of also using more well-known and already widespread digital tools such as Easy Park and in addition the disk hours, to also allow those who do not use IT tools to enjoy this benefit. The reason for this request lies in the technological shortcomings of the Tap&Park app as it lacks the possibility of geolocation and is less flexible than other applications regarding the activation of certain services by a single user on multiple vehicles.

The promotion of a massive communication campaign to encourage the use of the application, little known today, Tap&Park (even more so if this were to remain the only possibility I would remove it given that we ask to expand the range of tools) with the aim of it being downloaded and used by a number of users significant (to date only around 3000).
