A new operation by the Carabinieri that sheds light on an alleged system of corruption in the public administration. Five people arrested by the Carabinieri as part of an investigation by the Public Prosecutor’s Office of Santa Maria Capua Vetere, for alleged corruption and illicit assignments of public works, in
Municipality of Caserta.

Massimiliano Marzo, councilor for Public Works, Local Police, Civil Protection, Traffic, Roads and Relations with the localities of the Municipality of Caserta, is one of the five arrested this morning by the Carabinieri of the Investigative Unit on the orders of the Public Prosecutor’s Office of Santa Maria Capua Vetere.

The investigation, called “Green Money”, revealed an alleged widespread corruption system within the technical offices of the Municipality, which led to the awarding of public works and tasks “in an illegitimate manner”.

According to investigators, the tasks were assigned directly to certain companies, often in exchange for “usefulness” for the managers and officials involved. Among the disputed “utilities”, plumbing work at home and payment of car insurance installments.

In addition to March, two managers of the technical offices, Francesco Biondi and Giovanni Natale, an official, Giuseppe Porfidia, and a building contractor, Gioacchino Rivetti, were arrested.

Councilor Marzo, champion of votes in the last elections, is also accused of electoral corruption. According to the Prosecutor’s Office, during the 2021 electoral campaign, he worked to “buy votes” at the price of 50 euros each for the candidate, obtaining jobs in exchange once the council was in place.

The investigations, coordinated by the prosecutor Pierpaolo Bruni and the Carabinieri colonel Manuel Scarso, started two years ago and led to numerous telephone interceptions, examinations of documents and public documents and searches.

“The attention of the Prosecutor’s Office and the Carabinieri are focused on the public administration,” Colonel Scarso declared at the press conference. “We monitor all the activities and when we have an alarm bell, even if it is not organized crime, we intervene. And how in this case we have revealed a corrupt system.”

Today’s operation is a serious blow to the municipal administration of Caserta and represents a warning to forcefully combat corruption and infiltration in the public administration.
