The owner of Luminance, according to the New York Times, is the Ukrainian billionaire Rinat Akhmetov, considered the richest oligarch in the country. Akhmetov built his empire through the investment holding System Capital Management, which has interests in steel, energy and real estate. He is also president of Shakhtar Donetsk, a Ukrainian football team.

Luminance was built starting in 2018, and only made its first public release in February 2023.
