Campi Flegrei earthquake: the Civil Protection of Monza on a mission to evaluate the usability of the buildings

The Head of the Office of Civil Protection of Monza, Mario Stevanin, is on a mission in Pozzuoli at the Campi Flegrei until June 15th, together with other colleagues from the Public Administrations of Lombardy. The objective of the mission is to contribute to the evaluation of theusability of buildings in the area, recently hit by a post-seismic emergency.

The mission and required skills

This trip responds to a request from the National Department of Civil Protection which urged the Regions to send qualified personnel to carry out the “enabler” activity. Enablers are professionals trained to evaluate the integrity and safety of buildings after seismic events. In Italy, since 2015, this assessment has been carried out through specific forms called “AEDES” (Availability and Damage in Seismic Emergency). These cards allow you to detect the structural characteristics of the buildings, the damage suffered and the degree of usability.

Evaluation method

The usability assessment is carried out by personnel who have completed the training course for AEDES assessors, as established by the Civil Protection code. The procedure involves avisual analysis and the information gathering easily accessible to formulate an expert judgment in a short time. This method ensures that assessments are accurate and rapid, allowing for an efficient response in critical post-earthquake phases.

Monza’s contribution

The Municipality of Monza has a Civil Protection office which, in emergency situations, can provide qualified personnel to support other cities affected by earthquakes. Mario Stevanin, the member sent on the mission, has participated in numerous exercises and emergency missions in the past. In addition to his recent participation in the EXE.LOMB.EST 2023 exercise, he has served on significant occasions such as earthquakes of 2009, 2012 and 2016.

“Given the delicate situation of the Campi Flegrei area after the seismic episodes of recent months – states the Mayor Paolo Pilotto – we are happy as an Administration to be able to collaborate and contribute to the damage verification phase in a concrete way by implementing theexperience and the skills that the Municipality of Monza, with its staff, has to offer. Solidarity between Municipalities is an important sign of the close connective bond that Municipalities represent for our Republic”.
