The CGIL does not sign a supplementary agreement on funds and tasks proposed by the General Management of the ASL Bt. The reasons explained in a harsh note by the Territorial Secretary Luigi Marzano, by the General Secretary of FP CGIL BAT Ileana Remini and by the General Secretary of FP CGIL Puglia Luigi Lonigro.

“Despite the findings, all of merit, raised by the FP CGIL, relating to the modification of the criteria implemented by the administration of the ASL BT for the distribution of the funds and the organizational and professional functions foreseen by the CCNL, in today’s session of the negotiating delegation we were able find an attitude of clear closure, which in our opinion will bring consequences of an organizational and structural nature, and will have repercussions on the quality of care.

In particular, we have highlighted how the downsizing of some operational units such as the angiography at Bonomo in Andria, until now the flagship of the haemodynamics department, will certainly lead to a lowering of the quality of care. Furthermore, no investments and enhancements are envisaged for district personnel despite the need to implement Ministerial Decree 77 and the strengthening of territorial assistance. The cancellation of the organizational task of the UOSVD Territorial Radiology of the PTA of Trani, which has always been identified and which suddenly disappears following the retirement of the employee previously in charge, highlights an application of the contractual clause oriented more towards people than towards the actual efficiency of the services, depriving among other things, the workers are an indispensable point of reference and coordination given the complexity of the type of assistance to be provided. Yet in the plans to recover the waiting lists (well beyond the limits especially in the diagnostics sector) the importance of the territories in disposing of the hospital loads is highlighted!!!!!

Even with regards to professional assignments, very often the identifications made by the Company do not respond to transparent and objective criteria for improving the efficiency of the organizational machine, considering that there are professional assignments which, given the same skills and responsibilities, in some cases are recognized and in others not , demonstrating an application that is not consistent with the contractual dictates and with the regulations on healthcare professions. These are the reasons that push us to reject the proposal and not sign the agreement, aware of the prerogatives of each administration in terms of organizational choices and corporate action, we believe that in a complex and delicate phase like this, in which the choices of national governments and the recovery plan to which our Region is subjected, would have required thoughtful choices, effectively calibrated on the needs of citizens and on the valorization of human resources. The CGIL will not stop and will continue to question these choices, both through the mobilization of workers and with the use of the legislative and regulatory tools available. We do not resign ourselves to the idea of ​​a health service that is useful and benefits the few, but we will always fight for the universality of the rights of the workers we represent and of every citizen.”
