Lhe Italian Traffic Police and ELA – the European Labor Authority, as part of the collaboration with ROADPOL – European Network of Traffic Police, carried out, on 14 and 15 May, joint checks which saw the participation of personnel from Police Authorities, Transport Authorities and Labor Authorities of Malta and Cyprus, as observers, as well as personnel of the Italian Ministry of Transport, the local Labor Inspectorate of the Sicilian Region and the Dog Units of the State Police.

In this regard, a device was put in place by the Traffic Police, appropriately agreed with the Ragusa Police Headquarters, first in the Chiaramonte Gulfi area on the SP5 and then in the industrial area of ​​Modica-Pozzallo. The checks mainly concerned heavy vehicles used for the transport of goods, buses and vehicles intended for the transport of dangerous goods, both national and foreign registered, also extended to the psychophysical control of the drivers, compliance with speed limits, driving and rest times, as well as combating the phenomenon of tampering with tachographs.

This initiative is structured on operational coordination between those responsible for specific controls in the field of compliance with regulations aimed at protecting workers and workplace safety regulations, in particular for professional drivers contracted by transport companies.

On this occasion, ELA’s contribution allowed the creation of an operational task force in the field, in aid of the Traffic Police patrols, already engaged in verifying the tachograph results, integrating checks also on drivers and related work and hiring contracts , verifying compliance with current regulations, also with the operational support of the experts of the Ministry of Transport and Civil Motorization regarding international transport and technical verification through the Mobile Revision Centre.

The further presence of the Maltese Police also made it possible to strengthen the territorial link with Malta and perfect the information flows and operational uniformity with the parallel control bodies, which on this occasion saw the morning of the 15th, coinciding with the disembarkation of the vehicles coming from the Malta Ferry to the Port of Pozzallo, an operational device made up of the aforementioned joints and strengthened by the presence of the Customs Authorities and the Financial Police.

THE RESULTS

During the checks, we proceeded to verify the suitability of the drivers, compliance with the ADR regulations on the transport of dangerous goods and all other road transport requirements established by national and community legislation, as well as labor regulations.

During the operation relating to May 14th, the following were checked:
15 heavy vehicles and 11 people, charged with 28 violations of which 20 related to the transport of dangerous goods, 2 related to the alteration of the tachograph, 1 related to violations of international transport regulations and 5 other violations. Furthermore, 3 driving licences, 2 registration certificates, 2 administrative vehicle stops and 32 driving license points were deducted. Furthermore, 7 workers in the road haulage sector were checked and found to comply with sector regulations.

On May 15th, the following were checked:
30 heavy vehicles and 22 people checked, of which 9 Maltese and 21 national vehicle complexes, for a total of 29 infringements and 26 license points deducted of which 10 relating to the transport of dangerous goods, 1 relating to the alteration of the tachograph, 5 relating to driving and rest times, 1 relating to violations of international transport regulations and 7 other violations. 1 driving license was also withdrawn.
Furthermore, 7 workers in the road haulage sector were checked and found to comply with sector regulations.

Over the course of two days of checks, numerous violations with a huge economic value were ascertained by the Traffic Police.
