The Federcaccia Provincial Council in its session on Thursday 16 May completed the election of the corporate offices for the next five years. The elections, based on names proposed by President Giacomo Lanzini, were held in the name of serenity and substantial sharing. Gian Pietro Recenti and Oscar Lombardi have been appointed as Vice Presidents. Councilors Romano Bregoli, Marco Bruni, Sebastiano Fichera, Sergio Lancini, Roberto Monera and Santino Olini were elected to the Executive Council. We wish everyone a constant and important commitment to our Federation. The Provincial Council, in light of the convocation of the Regional Federcaccia Lombardia for the elections of the corporate offices, on Saturday 1 June, then asked the former President Marco Bruni to make himself available and to run for the Regional Presidency, thanks to the experience gained as President Provincial Brescia. Application accepted and already submitted. We await the results with confidence.

The Council then also began to deal with the Ispra opinion given to the Lombardy Region, entering into the merits of certain decisions that were difficult to share. It is true that the opinion clearly states that “the technical indications contained therein are not binding”; but it is now well established that when the Lombardy Region legitimately deviates from this opinion even with impeccable reasons, in the event of an appeal of the anti-hunting acronyms, the TAR tends to take the Ispra indications at face value. The opinion retraces that of last year with the request to open to vagrant hunting from 2 October, two weeks after the dates required by law, and the closure for all articulated species without reaching 31 January, even proposing the closure of pheasant on 30 November. For certain species such as the little hare and the gray partridge, hunting should not even be permitted in Ispra. And then dog training from September, avoiding it in the late afternoon hours; and we do not recommend increasing the days of migratory hunting in October and November. Then there is the recommendation to introduce gradual restrictions on the use of lead throughout the regional territory. We believe that the Lombardy Region must deploy every specific expertise, for which we now declare the availability of our scientific department, to be able to motivate the choices made when drawing up the hunting calendar and to object to clearly forced questions. For example, we ask ourselves how it is possible to comply with the obligation to eradicate the mini hare while simultaneously prohibiting its hunting, “because its huntability could encourage its repopulation”. As well as the fact that for Ispra the wandering hunt should not be extended beyond December due to excessive disturbance of the game and a prolonged condition of stress of the animals. In short, 15 days less in September and nothing in January means exactly a month and a half less than the national and regional legislative rules. 34% less than the times of the rest of Italy. Obviously we will do everything possible from an associative point of view to avoid these limitations, without prejudice to the competence and choice of the Lombardy Region for the definitive drafting of the hunting calendar, which we urge as soon as possible, with the hope that it will be able to motivate these choices in the most unassailable way possible.
