In the province of Ragusa, in the first quarter of the year, the State Police subjected nine men to the prevention measure of the Special Public Security Surveillance, who were also fitted with electronic bracelets.
The electronic bracelet has proven to be a valuable preventive control tool, already used extensively by the Judicial Authority in the case of application of the precautionary measure of the “prohibition of approach” to people suspected of being responsible for violent conduct in the context of domestic violence.
This is a device that allows the strengthening of control procedures, immediately triggering an alarm at the Police Headquarters Operations Centre, as soon as the person to whom it is applied approaches, within a radius varying from a minimum of 500 metres, to the victim. of a series of crimes symptomatic of situations of danger to psycho-physical integrity, in the context of family and emotional relationships. Furthermore, this range of crimes has been extended to further and serious cases in which the various phases of the so-called “cycle of violence” materialize.
The Police Commissioner Vincenzo Trombadore has given precise directives to the Anti-Crime Police Division in order to evaluate, immediately after the occurrence of violent episodes, such as crimes of family abuse, persecutory acts, personal injuries and other, falling within the category of crimes symptomatic of violence gender and/or domestic, the need to intervene also with “preventive” measures such as Warnings and Special Surveillance of public security.
The prevention measures envisaged for this area of crime, whose power of proposal is attributed to the Police Commissioner, in order to be effective in terms of preventive timeliness, follow a procedure with very short deadlines at the Court of Catania. In fact, the nine decrees implementing the Special Surveillance are linked to episodes of violence that occurred in very recent times.
With these measures, greater protection and safety is ensured for victims of gender or domestic violence who can benefit from double limitations on the “range of action” imposed on the perpetrator of the crimes with the provisions arising from the criminal proceedings and those deriving from the prosecution proceedings. prevention. In the latter, the prohibition on approaching with electronic control methods is added to other limitations that special surveillance imposes on the “surveilled person”, such as the obligation to return home in the evening and go out in the morning by a certain time, the prohibition on associating with other people with a criminal record, to frequent public establishments such as pubs, bars, etc.
