Alberto Cirio (Centre-right) and disability proposals

In conjunction with the European electionsSaturday 8 and Sunday 9 June 2024 there will be 2024 Regional Elections in Piedmont. This electoral round will allow Piedmontese citizens to elect the new Regional President and the new members of the Regional Council.

The current electoral law of Piedmont, updated to July 2023, provides for an electoral system with 40 seats allocated with a proportional system in competing district lists and 10 with a majority system based on regional lists combined with the Presidential candidate. The majority bonus instead it is divided in the following ways:

  • at least 55% of the seats, or 28, in case of victory with a percentage lower than 45% of the valid votes;
  • at least 60% of the seats, i.e. 30, in the event of a victory equal to or greater than 45% and less than or equal to 60% of the valid votes;
  • at least 64% of the seats, therefore 32, in the event of victory with a percentage equal to or greater than 60% of the valid votes.

The threshold is set at 5% for coalitions and 3% for single lists. Split voting is expected. In this in-depth study, we find out what Alberto Cirio’s electoral program sayscandidate with Forza Italia, Lega, Fratelli d’Italia, the civic list Cirio Presidente and Noi Moderati, and who they are its proposals for disabled peoplein particular if they are aimed at defending disability rights.

Who is Alberto Cirio?

Alberto Cirio was born in Turin on 6 December 1972 and yes Bachelor’s degree in law at the University of Turin. From 6 June 2019 it is president of the Piedmont Regionwhile from 24 February 2024 it became deputy secretary of Forza Italia.

During his political career he held various roles. For example, on 4 May 1995 he was appointed deputy mayor of the Demaria Council of Alba, repeating the role also in the Rossetto Council in 1999. But there is no two without three, given that in 2004 he will have the same role again under the new Rossetto Council.

At the 2014 European Elections he also managed to obtain election as an MEP. Finally, in 2018 he was elected president of the Piedmont Region with 49.86% of the votes, against the then outgoing president Chiamparino.

What are Alberto Cirio’s proposals for people with disabilities?

Being the outgoing President, within his electoral programme, Alberto Cirio lists all the measures that have been implemented by his council in recent years. Here, however, we will focus solely on the proposals in defense of the rights of people with disabilities. In particular, we read the following points:

  • In the next five years we intend to fully realize the Single Fund for Disability to promote the integration and connection of health, socio-health and social interventions. New therapeutic-rehabilitative methods will be introduced (e.g. hippotherapy, motor therapy, pet therapy), and experimental projects for the entry of people with disabilities into the world of work will be strengthened.
  • Those who directly care for their non-self-sufficient disabled family members deserve more support. We will establish by law a fund to strengthen contributions to caregivers with regional resources family members, which can also be used to support socio-health services not covered by the NHS (ABA for minors with autism spectrum disorders, parapharmaceuticals for those suffering from rare diseases, inclusive group activities…) and stays for the development of autonomy and the relief of relatives.
  • Continuing the positive experiences of Turismabile and various local projects, we will continue to work on strengthening packages and itineraries aimed at disabled people or people with special needs, on the removal of architectural barriers and on the construction of useful services to promote an increasingly accessible Piedmont to everyone.
  • To guarantee timely responses to tests and initial visits, we will continue the action already undertaken to take charge of chronic, fragile and complex patients, such as cancer patients – also through the promotion of integrated, multidisciplinary and multi-setting management models – through the creation of dedicated, personalized and priority health and booking paths based on the real needs of patients and their family/caregivers including check-ups, for example without going through the CUP anymore.
  • It’s important improve access to health pathways diagnostic, therapeutic, assistance, rehabilitation and palliative care of patients, also taking into account their psychophysical, economic-social and mobility dimensions (so-called patient journey), age and gender (e.g. recreational and educational activities for patients pediatrics and adolescents to ensure they have an inclusive course of study), providing support for their family members and caregivers
