BRINDISI – From 300 euros of the first draft it drops to 200 euros. This is the increase in the annual cost of the resident pass for parking on the blue lines, in the streets of Brindisi, compared to the pre-existing cost of 70 euros. The sole director of Brindisi Multiservizi, Gianvito Morelli, has revised downwards the tariffs set in the draft three-year industrial plan which was presented last February. The new proposal also includes an increase in the rate for parking in the car park serving the airport and the activation of the crematorium for pets remains. Furthermore, the focus is on parking sensors (but they are unlikely to be introduced by 2024) and on the installation of photovoltaic panels on the roofs of public buildings.

The document was illustrated yesterday afternoon (Friday 17 May) by the mayor Giuseppe Marchionna, on the occasion of the conference of group leaders, extended to the Budget commission. The mayor illustrated the general guidelines for the relaunch of the subsidiary of the Municipality of Brindisi, which closed the 2023 budget year with a deficit of almost two million euros. In addition to reducing personnel costs (the use of social safety nets is almost inevitable), measures are proposed to increase revenue in one of the most productive sectors of the company: parking management.

The parking lots

The administrator has foreseen the increase in the annual cost of the resident pass up to 200 euros, compared to the pre-existing annual cost of 70 euros. But taking into account the administrative time required to renew the passes, this increase will be applied starting from July. It follows that the annual pass, for 2024, should be around 135 euros. As regards the daily rate applied at the airport car park, however, an increase from 8 to 12 euros has been proposed, starting from June.

Photovoltaic panels

For this year, total revenues of approximately 1.789 million euros are estimated from parking management. The revenues from the installation of photovoltaic panels on municipal properties should instead amount to 200 thousand euros.

Parking sensors

A chapter is dedicated to the adoption of “new innovative technologies” in the parking sector. These are “sensors in paid parking spaces to detect the presence of cars and the regular payment of the parking fee”. This technology should guarantee “the decongestation of traffic and the consequent reduction of pollutants, the possibility of guaranteeing a quality service to users through devices that indicate the areas in which there are free parking spaces and, finally, the drastic reduction of evasive behavior of the payments of the fees to be ensured for the occupation of the parking bays”. But, as mentioned, it will hardly be possible to install these sensors by 2024.

The cremation facility

However, the cremation plant for the remains of pets could start up within the year at the municipal kennel. The inclusion of this item arouses some surprise, if we consider that on the occasion of the group leaders’ conference on May 10th, reference was made to the lack of professionalism of the subsidiary in this sector. And instead Morelli assures that the plant, purchased in 2021, will be able to come into operation in 2024 and “will offer a service to private users and veterinary clinics for the recovery, transport, disposal and individual or collective cremation of the remains of dogs, cats and domestic animals”.

The activation of the oven will involve the construction of a building within the perimeter of the municipal kennel. The property “will consist of an entrance area intended for reception-administration and waiting, a bathroom block for users and staff, a filter-storage area and an area intended to house the oven”. The average price of individual cremations should be 246 euros, variable in relation to the weight of the animal. The system will be able to guarantee up to three single cremations at the same time, in a single switch-on, for an average price of 128 euros, always variable in relation to the weight of the animal. From this plant, between July and December, BMS could earn around 96,500 euros. The related costs for raw materials are estimated at 12,500 euros.

It should be remembered that the draft will have to be approved by the city council, at the same time as the 2023 budget exercise. The single-issue session has been convened for May 29th. Next Tuesday, meanwhile, the group leaders will meet again to delve deeper into the industrial plan. Administrator Morelli will also be present, who was unable to attend the meeting yesterday due to personal commitments.
