Upon examination of council commission “Future city” the proposal of counterarguments to the observations made to the PGT of Legnanopreparatory phase for the city council sessions which will have to discuss and vote on the final approval of the document.
606 counterarguments
In numbers, they are 190 observations were registered which led to 606 proposals for counterarguments, to which are added the opinions of the Region, Metropolitan City, Asst, Arpa and Superintendency, which analyzed the Plan. All the bodies expressed a positive opinion on the plan, which therefore demonstrated that it respected the higher-level legislation and was in line with the territorial thematic strategies. The deadline for submitting observations was scheduled for March 4, but the administration decided to also take into consideration and counter-argue observations received after the deadline, thus giving everyone the opportunity to make requests for modifications, suggestions or clarifications to the adopted plan.
«The Pgt is called to design the Legnano of the years to come – underlines Lorena Fedeli Councilor for the Future City, after the 14 May council meeting the motion of no confidence in him presented by a minority group was rejected -, is a document for which maximum participation in the variant procedure is desirable, which we wanted to encourage by admitting to examination and submitting to the ruling of the municipal council all the observations received by the offices, even those arriving after the set deadline. The opinions of the superordinate bodies are important, as they expressed themselves in positive terms regarding the compliance of the plan. The PGT, in fact, does not live independently, but is part of planning at a territorial level and is compared with the planning logic of the Metropolitan City and the Region”.
The positive opinion of the Metropolitan City
«It is worth highlighting – continues the councilor – the positive opinion on the proposed plan expressed by the Metropolitan City of Milan, which declared the compatibility of the PGT with the metropolitan territorial plan in terms of reducing land consumption, improving the ecological balance, implementation of the ecological network, as well as the implementation of directives on the reduction of water consumption and the mitigation of the heat island effect. These themes express the desire for environmental improvement of our city through attention to critical issues cthat climate change is highlighting. The regeneration of the built city, of abandoned or incongruous areas with respect to the contexts is a logic that translates into the plan a sensitivity that the Region asks to be implemented and which the PGT has integrated. The plan implements it by inserting the concept of widespread regeneration, which does not replace but adds to the major transformation interventions of our city envisaged in the TAs. These are recognitions, those of the Region and the Metropolitan City, of a long and complex work for which I thank our offices and the Pim Study Center. The PGT must be an opportunity to improve Legnano, it is a topic for everyone and which everyone, in the discussion, can and they must contribute: for this reason I hope that, despite the diversity of positions and sensitivities, we never lose sight of the only thing that really matters, the superior interests of our city”.
The Board has prepared a policy resolution to be provided to the technicians with the criteria established for the counter-arguments so that it would be immediately clear what the indications underlying the counter-arguments should be, to guarantee maximum transparency and in compliance with the logic of anti-corruption. These are the non-acceptance of observations in conflict with the principle of limiting land consumption and the ecological balance of the soilthose in contrast with the dictates of supra-municipal planning, with the higher-level legislation and with sector studies on the subject of hydraulic invariance, with the general criteria of the Rules Plan, with the objectives of incentives and widespread urban regeneration, but also the proposals to include new transformation areas or implementation plans on agricultural or natural land and on urbanized land.
Three commissions to discuss the observations
Operationally, the requests received were analyzed and classified into 12 thematic groups to guarantee uniform responses to similar requests. To better address the analysis of the topics in the commissions, the 606 observations were divided into three macro groups, each of which corresponds to a session of the commission: on May 15th 173 requests will be on the agenda, 204 in the second and 229 in the third, on Friday 17 May. The first group includes requests which concern, among other topics, changes to the classification of the consolidated urban fabric (TUC), cartographic changes, the introduction of a new scope of transformation or implementation plan and the policies and strategies of Floor; in the second group the changes relating to the implementation rules and in the third the changes to the sheets of the transformation areas and implementation plans.
The motion of no confidence in councilor Fedeli was rejected
Still on the subject of PGT, it should be noted that it was rejected at the city council meeting on 14 May with 14 votes against 8 (in addition to one abstention) the motion of no confidence presented by the minority councillors Franco Brumana And Federico Amadei, towards councilor Lorena Fedeli.
