Cemetery entrusted to Multiservice, Action: «The administration should withdraw the amended measure»

«Radical changes from 1 June 2024 in the management of the Andria cemetery and related cemetery services. The Bruno Administration wants to make this turning point by entrusting Andria Multiservice Spa with the management of the current and auxiliary activities of the Andria cemetery, then assigning, to a concessionaire partner (currently without any public evidence and in a Public Private Partnership relationship), the task of expanding the cemetery area, together with the coordination and management of new services and activities”. Thus begins a note signed by the city coordinator Antonio Nespoli and the Azione municipal councilor Gianluca Grumo on the next council which should give the green light to the management of the cemetery by Multiservice. But according to Azione there is no shortage of inconsistencies.

«However, we frankly do not understand the motivation for submitting to the City Council a proposed resolution completely amended by the proposing office itself, to the point of completely distorting the text and the resolution. In fact, both the attached preliminary investigation report of the Manager and the 2024/2029 Economic Plan for the management of cemetery services proposed by Multiservice Spa, as well as the special performance specifications drawn up by the latter, in addition to the assignment of the management of current and auxiliary activities to Multiservice Spa, envisage the presence of a private economic operator candidate for a Public Private Partnership with the Municipality of Andria for the expansion, modernization and concession of the Municipal Cemetery through a project financing proposal aimed at the construction of new noble chapels and of the Crematorium Temple”.

«With the suppressive and substitutive amendments, however, the synergy with the private entity to which explicit reference is made not only in the resolution, but above all in the annexes described above and which constitutes an integral and fundamental part of the same, is totally eliminated. At this point it is clear that the best solution would be to withdraw the proposed resolution, reformulate it in a complete manner and resubmit it for examination and approval by the City Council, reworking the annexes and, in particular, drawing up the Special Performance Specifications without no synergistic reference to partnership with the private sector. Otherwise, the text of the resolution as proposed should be left intact.”

«Finally, we take the liberty of suggesting to the Bruno Administration not to leave out in its deliberations some fundamental aspects for a better management of the Andria Cemetery (such as, for example, the ancient and fundamental relationship with the Archconfraternities), as well as clarifying more clarity on some essential aspects and, in particular, the parameters used in the decision to pay to the Municipality of Andria a concession fee equal to only 1% of the total production value”.
