The Region’s attempt to do so has failed (at least for now). renegotiate the debt related to the healthcare deficit, increasing the deadline from four to ten years. Article 8 of regional law n.6 of 24 April 2023 has been declared “illegitimate” by the Constitutional Court.
The background
According to the agreements made by arrived led by Sergio Chiamparino in 2016the transfer to healthcare companies of the resources necessary for cover the payment of its suppliers (around 1.5 billion euros), was set at four years (expiring in 2026). The Region would therefore take charge of installments of increasing value, amounting to over 200 million in the last few years. Then, in April 2023, the Cirio council decided on a different installment of the debt. Moving the date forward extinction until 2032 and – consequently – reducing the weight of the installments (rising to around 93 million per year). The measure was then challenged by the government and now, rejected by the Court. In other words, there is a risk of returning to the old agreements. If this were the case, the Region will have to put it into action 107 million to be paid to healthcare and hospital companies: 200 million for 2023 and another 127 for 2024.

«It will be necessary to repay the missing sums and respect the agreements made» underlines the vice-president of the regional council Daniele Valle (Pd). «These moves of creative finance now they reopen for Piedmont the risk of a new “commissionership”, and, in any case, a settlement of tears and blood”. The centre-left candidate Gianna Pentenero is also critical. “For some time we have been saying that this health council has not planned, but has always navigated by sight” she comments. Likewise, the Five Star candidate Sarah Disabato. «Let’s give some advice to the governor: he follows the dictates of the Constitution, stop plundering public health and you forget favors to private individuals” he writes in a note also signed by the former mayor of Turin, the Honorable Chiara Appendino.
Towards the new agreement
“I understand the electoral moment, but Pd and 5 Star should know better the things they’re talking about and not create alarms that aren’t there” replies the regional budget councilor Andrea Tronzano piqued. «Icardi is already in contact with the ministry to ratify a new agreement».
