The lack of checks at the access gates of the Ztl are at the center of a new harsh attack by the historic center neighborhood committee on the leaders of Mosti Palace.
«Benevento is one of the few cities, if not the only one, to have not yet activated the digital gates in the restricted traffic zones and the reasons – underlines the president of the committee Luigi Marino – remain mysterious, also in consideration of continuous and pressing requests from us and the residents. Given that in this period we are noticing a particular administrative enthusiasm and a certain activism on the part of the municipal administration, which is acting on various fronts, we hope that it can also be involved in actions on the historic center, starting from those that expose us to greater danger. So far, however, we are experiencing a depressing immobility.” Furthermore, in his opinion, «it is absurd to close streets like via Manciotti without plausible reasons».
The painting
Another open question is that of the high number of permits granted for transit and parking and the sporadic presence of municipal police patrols on foot. Especially regarding this last aspect, appeals and complaints from residents or daily visitors to the area are frequently recorded. «Piazza Piano di Corte and Piazza Arechi II are too often occupied – say some pensioners in the area – by unauthorized cars which pass undisturbed without any valid permit and occupy the already limited stalls intended for residents of Piazza Piano di Corte, given that in Piazza Arechi II, despite the requests made to this effect, parking areas for residents have never been authorized”.
«The Municipality should clarify why – the Committee continues in a note – the entrance gates are not activated to the historic center. Let us therefore expose the impeding reason which cannot rest, of course, on the protection of any group of people to the detriment of the liveability and safety of citizens. Why, then, despite having established ZTLs and having purchased cameras, are the gates not activated? Is it legitimate to ignore the documented and repeated exhortations of this Committee on this point?”.
Varchi Ztl, the Municipality’s reply
Precisely on this aspect, the traffic councilor Attilio Cappa it extinguishes the fires of controversy and claims. «The municipal administration has solutions already defined and identified, but it takes time to implement them, avoiding further inconvenience to citizens and business activities. The idea is to close and control all the gates in conjunction with the reorganization of the mega car park in Via del Pomerio, the reopening after years of abandonment of the Porta Rufina mega car park and the availability of parking at the bus terminal. Hand in hand, we will work together. You can’t close everywherewithout offering other parking possibilities.”
Cappa also adds «that in the last few weeks the technical offer of the proposals was evaluated as part of the expression of interest for the concession of the management of city car parks to private companies, where there are also specific references to the management of ZTL gates. These can be managed by the future manager. The political party is evaluating and I confirm shortly that the tender will also be carried out, which should be defined by July”.
The Historic Center Committee, in the meantime, also highlights other problems in the mini-dossier made public to take stock of current needs which are recorded in the ancient heart of the capital, relaunching at the same time that the “area of via Umberto I needs greater attention”. Finally, the residents did not spare themselves the reminder “to verify compliance with noise emissions would be desirable and in the same area, in the middle of the buffer zone, citizens inform us that some furnishings on public land would be left covered by sheets”.
