Marsala and its debts (off balance sheet)

This is not something new, in fact in the past far greater numbers have been reached, however, taking an average of the last few years, resolutions of off-balance sheet debts often appear in the meetings of the Marsala City Council. We are specifying that these are sums that citizens claim for the most disparate reasons and which are often accompanied by final sentences. That is, I fall into a road with a pothole, I get hurt, I request payment of damages from the Municipality which sometimes does not pay and appears before the judge but regularly loses (and only then pays). But the majority of off-balance sheet debt resolutions concern fines and sanctions issued by the traffic police who for various reasons end up before the justice of the peace.

Without neglecting the fines for speeding and detected by speed cameras, as happened some time ago in Strasatti, in the last sessions of the Maximum Civic Council, sums were paid because the appellants demonstrated before the judge that those infringements had been contested at their homes later than the time required by law. So, between potholes where people fall, fines that perhaps shouldn’t have been high and fines and notifications out of time, the Lilybetan municipal council has been dealing for some time with what end up being off-balance sheet debts precisely because in the body’s forecast budget municipal had not been included. And who can expect to fall or park in a prohibited area? But in the meantime you pay and the expense doesn’t end there. Because in addition to reimbursing those entitled, the resolutions pass through the specific Commissions (primarily the Budget Commission) which meet and take time away from things more useful for the City. Then they arrive in the courtroom and are favorably rejected with roll call requesting further time.
