L’AQUILA – Corruption and disturbed freedom of the procedure for choosing the contractor: in recent days the Financiers of the Company of the Guardia di Finanza of Sulmona have notified the conclusion of the preliminary investigations against two officials of ASL 1 Michela D’Amico, of Castel di Sangro, e Cristiana Sardellone, of Sulmona, and two administrators of a private company, the “Pet Shop” of Castel di Sangro, Cute Angela Angelone And Carlo Ercole Di Tola.

The investigative activity, carried out by the Fiamme Gialle of Sulmona and coordinated by the Public Prosecutor’s Office at the Court of L’Aquila, involved the assignments of some services outsourced by ASL 1 in the years from 2017 to 2021 and, specifically, the management services of the economic warehouse, management, maintenance and updating of the inventory of movable assets and maintenance of green areas, for an award amount of approximately 1.4 million euros.

The amount of documentation examined – we read in a note from the Guardia di Finanza -, the testimonies collected and the checks carried out by the Financiers have revealed repeated irregularities in the preparation of the procedures for awarding services, in violation of the rotation principle and to the advantage of certain operators compliant economics in exchange for the granting of utility.

Specifically, officials, often resorting to the artificial splitting of contracts or direct awards, justified by a non-existent urgency, have managed over the years to evade the public tender procedures envisaged by the Contracts Code. It is stated that the suspects will be considered guilty of the crime charged when the final sentence of conviction occurs, it is further underlined in the note.

“The pollution of the procurement sector, by altering the rules of healthy competition, marginalizes honest companies, increasing the costs of public services, to the detriment of their efficiency. In this context, the role of the Guardia di Finanza is aimed at combating corruption, in order to affirm fair competition between companies, to the advantage of the quality of the works carried out and the services offered to citizens”, concludes the note.

The management of ASL 1 Abruzzo, in a note, “confirms full confidence in the work of the judiciary and reiterates its commitment to ensuring maximum collaboration so that full light is shed on the matter, in the interests of patients and all staff”.
