Despite his already confirmed ailments, however, the 39-year-old still had a valid driving licence. He had also been declared incapable of understanding and will in the past in proceedings for robbery, injuries and private violence, but his driving license had not been taken away. The victims’ families, however, managed to obtain compensation from the car insurance.
