A decisive match, that of Naples. A challenge that European observers are looking at, which affects the possibility of making the projects that unlock Pnrr funds credible. He has clear ideas Maria Rosaria Covelli, first female president to lead the Court of Appeal in Naples. Family of Neapolitan origins, raised in Rome, in the judiciary for 40 years, took up residence yesterday in the Tower of the Business Centre, closing a gap dating back to January 2023. An installation welcomed by the Minister of Justice Carlo Nordiobut also by the former president of the Constitutional Court Marta Cartabia and by the heads of the judicial offices of the Court of Appeal district of Naples.

He knows the numbers of the office he is going to manage, with pending files and staff shortages (we talk about this on the opposite page), but also the need to ferry the judicial machine out of the shallows, guaranteeing quick and decisive processes. An issue linked in particular to civil justice disputes, which – if they drag on for a long time – make our territory unattractive. A crucial point is that planning capacity is at stake in the shadow of European funding. President Covelli explains: «Here in Naples a decisive match is being played for achieving the objectives of the Pnrr, to fully seize the opportunity to contribute to the future of justice». It is Covelli again who recalls that the district of the Court of Appeal of Naples is “among the largest in Italy and Europe”, for this reason “we must act to restore timeliness”. Then a passage linked to the organic plan of the district: «There will be the utmost commitment on my part and that of the Ministry to ensure the adaptation of the staff while waiting for full coverage of the organic plan» and for the resolution of the other problems, given that «the the size of the district is directly proportional to the attention it requires.” He reels off numbers, those of the trials in the Court of Assizes of Appeal (92) and of the trials for the Camorra on appeal (1079 in three years), recalls the importance of valorising the historic headquarters of Castelcapuano, the one which today hosts – among other things – the training school for magistrates and «which remains a Neapolitan cultural center». And that’s not all. As former head of the inspectorate office of via Arenula, President Covelli recalls the attention paid to the issue of the release of the assets of the entrepreneurs of Acerra Pelliniin light of the provision of the Supreme Court which orders the restitution of a treasure of 220 million euros for the delays accumulated in the appeal: “The reasons for the sentence are clear”, he says, referring to the point in which the Roman judges themselves suggest an assistance to the General Prosecutor’s Office with a view to a second seizure.

A morning full of ideas, such as the one offered by the minister’s speech Carlo Nordiowho – before addressing “Iaia” Covelli – addressed a greeting to the prosecutor of Naples Nicola Gratteri, sitting in the front row. As is known, two days ago the prosecutor Gratteri he had reiterated his opposition “to all the ongoing reform projects (starting from the Cartabia law)”, also speaking of “prosecutors under pressure”, in relation to the feared abolition of the principle of compulsory criminal action. Topics on which Nordio he replied with a Latin phrase: «Amantium irae amoris integratio est» («arguments between lovers are the complement of love»). «We – the Keeper of the Seals also insisted – may have different ideas on many things but we remain in agreement on the high value of the independence of the judiciary. I for one feel the need to state with all strength and sincerity that the prosecutor will never, ever be relieved of his independent work.”

A point on which the president of the district ANM, the prosecutor, intervened Ida Teresi, who reiterated “the sense of self-sacrifice of the Neapolitan magistrates”, but also the strength to keep their shoulders straight in the exercise of their role: “If, as Minister Nordio said today, the objective is not to attract the prosecutor to politics so what do we create? A self-referential monster in the style of the American prosecutor who has the right of life and death over a suspect.” But the most shared summary is the one offered by the president of the Council of the Bar Association Carmine Forestewho recalled the importance of «a pact between magistrates and lawyers, the Ministry, judicial offices and local authorities to respond to the needs of the territory».
